1 Conference Meeting – January 8, 2019 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:34 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on September 26, 2018 and published in the West Orange Chronicle on October 4, 2018. The Oaths of Office were given at this time in the following order: Mayor Robert D. Parisi, oath administered by Richard D. Trenk, Esq., Councilwoman Susan McCartney, oath administered by Richard D. Trenk, Esq., assisted by Assemblyman John F. McKeon, Councilwoman Cindy Matute-Brown, oath administered by Stephen D. Brown, Esq. and Council President Jerry Guarino, oath administered by Mayor Robert D. Parisi. At this time, Council President Guarino, on behalf of the Township Council presented a plaque to Councilwoman McCartney for her service as 2018 Council President. 3 r. 19-19 Resolution Authorizing the Township’s Application for the Municipal Alliance Grant for the Fiscal Year 2020 (Legal-Maier) This resolution authorizes the Township to proceed with an application for the Municipal Alliance Grant for the fiscal year 2020. The Municipal Alliance Grant is provided through the Governor’s Council on Alcoholism and Drug Abuse that funds local prevention and treatment programs. On motion made by Council President Guarino and seconded by Councilwoman Casalino, the consent agenda was approved. All members present voting “Aye.” *Resolution(s) removed from the Consent Agenda: Councilwoman Casalino asked that resolution 11-19 be amended as drafted to reflect the appointment of Cindy Matute-Brown to the Insurance Fund Commission, replacing Councilwoman McCartney as originally discussed on December 11, 2018. Resolution 11-19 a. 11-19 Resolution Appointing Council Member Jerry Guarino and Council Member Susan McCartney to the Insurance Fund Commission for a Two-Year Term Expiring December 31, 2020 (Clerk) On motion made by Council President Guarino and seconded by Councilwoman Casalino, the above reference resolution was approved. All members present voting “Aye.” Ordinances on Second and Final Reading-None Ordinances on First Reading Ordinance 2558-19 On motion made by Council President Guarino and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 25, Section 47.2 of the Revised General Ordinances of the Township of West Orange (Zoning Board Terms) was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 22, 2019. All members present voting “Aye”. Pending Matters/New Matters/Council Discussion The Township Clerk asked the Council about the reappointment of Chris O’Connor to the Rent Leveling Board. All were in favor of the appointment. Councilwoman Casalino inquired about using the projector/screen for Zoning Board meetings. inquired about the garbage located off of the exit of Rte. 280, Prospect Avenue. Jack Sayers said he would inform the State about the issue. Council President Guarino spoke about the communication between departments and boards/commissions. At this time, Councilwoman McCartney reminded the public about an upcoming meeting to be held on January 29, 2019 at Liberty Middle School at 7:30 p.m. The meeting is the first of an upcoming
