1 Conference Meeting – March 5, 2019 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:32 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on September 26, 2018 and published in the West Orange Chronicle on October 4, 2018. Roll Call: Councilwoman Casalino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Guarino. Megan Brill, Executive Director, Downtown West Orange Alliance, introduced Stacey Reese, a resident and new Farmer’s Market Manager. Ms. Reese stated the Farmer’s Market will be held on Saturdays from 9 a.m. to 2 p.m., beginning on May 18, 2019 and running through November 2, 2019 at 80 Main Street. Ms. Brill spoke about the upcoming Street Fair in June. She also stated that the International Concrete Repair Institute awarded Prism Partners the Concrete Repair Project of the Year. Prism was recognized for an especially difficult project due to the type of concrete, referred to as Portland cement, that was used to build the Edison factories. She stated that they were also recognized for taking the building from industrial to residential, which is a difficult task all while taking great care in restoring 2,496 windows at the complex. Anthony Puglisi, Essex County Public Information Officer presented a check to the Township on behalf of the Essex County Community Development Block Grant program explaining that West Orange received the largest grant in the amount of $414,000. 2 Chris O’Connor – 61 Winding Way There was no one else who wished to be heard and the public comment portion of the agenda was closed. *Review of Consent Agenda *Approval of Minutes of Previous Meeting- Public Meeting February 19, 2019. *Report of Township Officers – None *Reading of Petitions and Communications and Bids – None *Bills *Resolution(s) adopted on Consent Agenda: a. 78-19 Resolution Authorizing Financial Reimbursement to Twenty-One Private Communities for the Costs of Street Lighting Pursuant to the Municipal Services Act (Lepore) b. 79-19 Resolution Authorizing an Executive Session for the Purpose of Discussing Litigation and Contract Negotiations with Regard to the Potential Purchase of Land for the Township (Legal-Kayser) At this time, Ken Kayser asked that resolution 79-19 be amended to reflect an additional item be added to the resolution, the discussion of West Essex Highlands. On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino resolution 79-19 was amended as discussed. All members voting “Aye.” c. 80-19 Resolution Authorizing an Executive Session for the Purpose of Discussing Contract Negotiations Regarding the West Orange Police Department (Legal-Kayser) d. 81-19 Resolution Authorizing an Exemption from Real Estate Taxes for a Totally Disabled Veteran as of October 10, 2018, Authorizing the Tax Collector to Refund the Sum of $7,401.60 Which Represents Real Estate Taxes Paid, Pursuant to N.J.S. 54: 4-3.30 et seq. for Property at 69 Davey Drive, West Orange, NJ (Block 178.37, Lot 69 C0176) (Tax Assessor) e. 82-19 Resolution Authorizing an Exemption from Real Estate Taxes for a Totally Disabled Veteran as of June 22, 2018, Authorizing the Tax Collector to Refund the Sum of $3,441.00 Which Represents Real Estate Taxes Paid, Pursuant to N.J.S. 54: 4-3.30 et seq. for Property at 51 Perkins Drive, West Orange, NJ (Block 164, Lot 31 C0051) (Tax Assessor) f. 83-19 Resolution authorizes the Township to retain David B. Cronheim, Esq. as a consultant as to the acquisition of Rock Spring Golf Course and the procurement process to select a vendor to operate Rock Spring Golf Course. (Legal-Moon) g. 84-19 Resolution authorizes the Township to execute a professional services agreement with Joe Fagan for appointment as to Township Public Information Officer and Communications Director for a one-year period. 3 j. 87-19 Resolution Authorizing the Purchase of a Vehicle through State Contract # 88728. (Anne D.) On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the consent agenda was approved. All members present voting “Aye.” Ordinances on Second and Final Reading Ordinance 2562-19 On motion made by Councilwoman Casalino and seconded by Council President Guarino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-25, Loading Zones, of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Council President Guarino and seconded by Councilwoman Casalino, the above-mentioned ordinance was approved on second and final reading. All members present voting “Aye”. Ordinance 2563-19 On motion made by Councilwoman Casalino and seconded by Council President Guarino, An Ordinance Authorizing the Acquisition by the Township of West Orange, In the County of Essex and State of New Jersey of Certain Real and Personal Property Pursuant to the Local Lands and Building Law of the State of New Jersey, N.J.S.A. 40A:12- 1, Et. Seq. was taken up on second and final reading. All members present voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Mr. Jack Dusinberre, Special Real Estate Counsel on this transaction answered questions of the Council. There was no one else who wished to be heard and the public hearing was closed. The above-mentioned ordinance was approved on second and final reading. All members present voting “Aye”. Pending Matters/New Matters/Council Discussion Councilman Krakoviak inquired about the Library Redevelopment and Executive Drive. He also inquired about the heat and noise issues in Council Chambers. Councilwoman Casalino asked about the study with regard to the Library Redevelopment and also inquired about the Jitney for the Edison Lofts. ABC Hearing – None
4 At approximately 8:52 p.m., the Council went into Executive Session. The executive session ended at approximately 9:14 p.m. At 9:34 p.m., the meeting was adjourned.
