Show all pages#19-04 RESOLUTION OF THE PLANNING BOARD TOWNSHIP OF WEST ORANGE WHEREAS pursuant to N.J.S.A. §40A:12A the Local Redevelopment and Housing Law (the “LRHL”) the Township of West Orange did on March 19, 2019, after study by and recommendation from the Planning Board, designate the West Orange Public Library Study Area at 46 Mount Pleasant Avenue consisting of a portion of Block 68, Lot 1 and a portion of the Municipal Plaza right of way (the “Area”) an area in need of redevelopment; and WHEREAS the planning firm of Heyer Gruel & Associates was retained and did prepare a proposed redevelopment plan titled the West Orange Library Redevelopment Plan dated May 6, 2019 (the “Plan”); and WHEREAS at the Board’s meeting held on June 5, 2019 the Plan was presented to the Board by John Barree, PP; and WHEREAS the Board did consider the Plan and did hear comments from the public desiring to be heard; and WHEREAS the Board made recommendations for changes to the Plan which changes were incorporated into a revised Plan dated June 10, 2019; and WHEREAS the Board reviewed the revised Plan at a meeting held on June 18, 2019 and made the following findings: 1. The Plan proposes a Senior Housing and Community Service District to permit construction of an age-restricted senior housing development with an affordable component and complementary uses that provide community gathering place, a satellite library or a similar amenity. 2. The Essex Green — Executive Drive Redevelopment Plan permits the potential relocation of the West Orange Library to the 10 Rooney Circle site. 3. The proposed use will further goals of the Master Plan including providing affordable housing for a well-balanced housing stock with options available to diverse households at all income levels. The site is adjacent to the John P. Renna House which houses 72 senior apartments and could provide opportunities for shared services. It also encourages pedestrian connections between new residential development and community services in furtherance of Complete Streets and Circulation Plan policy, and modernizes stormwater management facilities furthering the Sustainability Plan of the Master Plan. 4. The Board finds that the revised West Orange Library Redevelopment Plan dated June 10, 2019 is substantially consistent with and/or designed to effectuate the goals and objectives of the 2010 Master Plan
