1 Conference Meeting – June 12, 2019 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:32 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on September 26, 2018 and published in the West Orange Chronicle on October 4, 2018. Roll Call: Councilwoman Casalino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Guarino. Councilwoman Casalino paid tribute to Chris Morgan, a West Orange High School Graduate and a West Point Cadet who was tragically killed in a training accident at West Point on June 6, 2019. There was a moment of silence in memoriam. Council President Guarino presented a citation from the Township Council to Izuchukwu Ernest Anuamadi for his volunteerism with the Downtown West Orange Alliance since the age of 10. The Council wanted to recognize Ernest before he moves to Arizona. Megan Brill, Executive Director, Downtown West Orange Alliance presented balloons and a gift card to Ernest. Joe Fagan presented Ernest with his book about West Orange. Mr. Sayers gave an update on Redevelopment. The Council gave their liaison announcements. Joe Fagan made a few brief remarks regarding the upcoming road closures and a small history lesson. At 8:02 p.m., on motion made by Councilwoman Matute-Brown and seconded by Councilwoman Casalino, the Council added Resolution 161-19 Authorizing an Executive Session to Discuss a Matter of Police contract negotiations including viability of changing health insurance coverage and entered into an executive session. 3 On motion made by Councilwoman Casalino and seconded by Council President Guarino, Ordinance of the Township of West Orange, In the County of Essex, New Jersey, Adopting a Redevelopment Plan for Block 155, Lots 40.02, 40.03, 41.02, 42.02 and Block 155.21, Lot 40 Pursuant to the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1, et seq. (Essex Green-Executive Drive Redevelopment Area of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye”. On motion to table the above referenced ordinance was made by Councilman Krakoviak and seconded by Councilwoman Matute-Brown. Councilwoman Casalino, Councilwoman McCartney and Council President Guarino voting “Nay.” Councilman Krakoviak and Councilwoman Matute-Brown voting “Aye.” The motion failed. At 9:15 p.m. Councilman Krakoviak left the meeting. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Ordinance 2574-19 On motion made by Council President Guarino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-10.1 Stopping or Standing Prohibited During Certain Hours on Certain Streets of the Revised General Ordinances of the West Orange (Pleasant Valley Way) of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye”. The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above-mentioned ordinance was approved on second and final reading. All

Pleasant Ave.) of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading.

The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and the public hearing was closed. On motion made by Councilwoman Casalino and seconded by Council President Guarino, the above-mentioned ordinance was approved on second and final reading. All members present voting “Aye”. Ordinances on First Reading Ordinance 2578-19 On motion made by Councilwoman Casalino and seconded by Councilwoman Matute-Brown, Calendar Year 2019 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank (N.J.S.A. 40A: 4- 45.14) was approved on first reading, ordered advertised according to law, to come up for second and final reading on July 16, 2019. All members present voting “Aye”. Pending Matters/New Matters/Council Discussion Councilwoman Casalino asked that the Council decide on a date and have a workshop for the purpose of discussing the 2019 Municipal Budget. She also asked that an executive session be placed on the next agenda. At 9:44 p.m. on motion made by Council President Guarino and seconded by Councilwoman Matute-Brown, the Council adjourned their public meeting resumed as the ABC Board. All members present voting “Aye”. All members present voting “Aye”. b. 618-19 Hearing on Renewal for 2019-2020 License Term-AMC Entertainment International 0722-33-066-009 (Special Conditions) On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above-referenced resolution was approved.
