1 Conference Meeting – October 29, 2019 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:39 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on September 26, 2018 and published in the West Orange Chronicle on October 4, 2018. Roll Call: Councilwoman Casalino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Guarino. Council President Guarino presented a Mayor’s Proclamation for Dysautonomia Awareness Month to Emily Jensen and her parents. A Mayor’s Proclamation was presented by Councilwoman McCartney recognizing Extra Mile Day on November 1, 2019. John Gross, CFO presented the Best Practices Survey and Joe Fagan gave a brief presentation about a national book release held at Thomas Edison National Historical Park recognizing Edmond Morris, a Pulitzer Prize winning author who wrote “One Book One Town West Orange Reads Edison”. The Council gave their liaison announcements. (Lepore) During the design process the Municipal Engineer requested a change to the design criteria at the intersection of Dogwood Drive and Old Short Hills Road to provide an improvement that would prevent vehicles, except

All members present voting “Aye.” Resolution 261-19 261-19 Resolution Awarding a Contract to Power with Prestige, Inc., 40 Swartswood Road, Newton, New Jersey 07960 in the amount of $88,800.00 for the Municipal Building Exterior Lighting Project (Lepore) On motion made by Councilwoman Matute-Brown and seconded by Councilwoman McCartney, the above referenced resolution was approved. All members present voting “Nay.” The Motion failed. Ordinances on Second and Final Reading Ordinance 2588-19 On motion made by Council President Guarino and seconded by Councilwoman McCartney, Ordinance Amending and Supplementing Chapter 7-13 Parking Prohibited at all Times on Certain Streets of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above referenced ordinance was approved. All members present voting “Aye.”
5 Ordinances on First Reading Ordinance 2589-19 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1, Handicapped Parking on Streets and Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 12, 2019. All members present voting “Aye”. Pending Matters/New Matters/Council Discussion 2020 Township Council Meeting dates were approved. ABC Hearing dates were discussed. ABC Hearing - None At 9:24 p.m., on motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the Council meeting was adjourned. All members present voting “Aye”.
