1 Conference Meeting – November 26, 2019 The Township Council of the Township of West Orange met in the Council Chambers, Municipal Building, 66 Main Street, West Orange, New Jersey at 6:41 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on September 26, 2018 and published in the West Orange Chronicle on October 4, 2018. Roll Call: Councilwoman Casalino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Guarino On behalf of the Mayor and Township Council, Councilwoman McCartney presented commendations to several volunteer groups in West Orange. Mr. Sayers gave an update on redevelopment, specifically The Edison Lofts. Councilwoman McCartney mentioned that Prism Partners’ Edison Village won the Urban Land Institute Northern NJ 2019 Excellence Award in the residential category. The Council gave their liaison announcements. At this time, Richard Trenk, Esq. made a presentation with regard to Ordinance 2593-19 on first reading which would approve a financial agreement between the Township of West Orange and Green Essex Partners Urban Renewal, LLC. Also present to answer questions were Michael Hanley, NW Financial, Jonathan Schwartz, BNE Real Estate Group and Tiena Cofoni, McManimon, Scotland & Baumann, LLC. The Council continued to ask questions with regard to the above referenced Ordinance.
2 At 10:04 p.m., on motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, Ordinance 2593-19 was approved on first reading. All members present voting “Aye.” Resolution 285-19 285-19 Resolution Authorizing the Execution of a Memorandum of Grant Agreement with the Rotary Club where the Township will Provide $3,800 to the Rotary Club to hold a Holiday Workshop wherein it Will Provide Hot Chocolate and Small Gifts to School Age Children (Legal-Moon) On motion made by Councilwoman McCartney and seconded by Council President Guarino, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman McCartney, Councilman Krakoviak and Council President Guarino voting “Aye. Councilwoman Matute-Brown voting “Nay.” Ordinances on Second and Final Reading Ordinance 2590-19 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, Ordinance Authorizing Special Emergency Appropriation Pursuant to N.J.S.A. 40A:4-53 for Severance Liabilities Resulting from Unanticipated Required Accumulated Absence Payouts in Connection with the Layoff or Retirement of Employees was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Council President Guarino and seconded by Councilwoman Matute-Brown, the above referenced ordinance was approved. All members present voting “Aye.” Ordinance 2591-19 On motion made by Councilwoman Casalino and seconded by Council President Guarino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee Under the Guidelines of the New Jersey Department of Personnel was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed.
5 On motion made by Council President Guarino and seconded by Councilwoman McCartney, the above referenced ordinance was approved. All members present voting “Aye.” Ordinances on First Reading Ordinance 2592-19 On motion made by Councilwoman Casalino and seconded by Councilwoman Matute-Brown, An Ordinance Amending Chapter 2, Sections 6.6 and 6.7 and Chapter 15, Section 2.9 of the Revised General Ordinances of the Township of West Orange (Database of Residents in Need of Special Assistance) was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 17, 2019. All members present voting “Aye”. Ordinance 2593-19-approved earlier in the meeting. Ordinance 2594-19 On motion made by Councilwoman Casalino and seconded by Council President Guarino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee’s Status as a Township Employee Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 17, 2019. All members present voting “Aye”. Pending Matters/New Matters/Council Discussion The Council discussed a potential ordinance that would extend the ABC hours. Councilwoman Matute-Brown stated that she had a conference call with Mark Moon, Esq. and Police Chief Abbott and relayed that the Chief could arrange a tour of a medical marijuana dispensary in Secaucus if they wanted. ABC Hearing – None At 10:55 p.m., on motion made by Councilwoman Casalino and seconded by Councilwoman Matute-Brown the Public Meeting was adjourned.
