1 Conference Meeting – November 24, 2020 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:34 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino A presentation was made in honor of “Walk the Extra Mile Recognition” recognizing volunteers Stacey and Rob Reese, West Orange Farmer’s Market, Camille DeLorenzo on behalf of Pleasant Valley Productions, Ken Stele on behalf of the West Orange Community Emergency Response Team (CERT) and Cynthia Cumming on behalf of the Holy Trinity West Orange Food Pantry. Laura VanDyke, Senior Services Program Coordinator gave an update on Covid 19 and the efforts being made for the Senior residents of the Township. The Council approved unanimously, the 2021 Council Meeting dates. Jack Sayers, Business Administrator gave a brief status on Redevelopment in the Township. The Council gave their liaison announcements. All members voting “Aye.” Resolution 241-20 241-20 Resolution Authorizing an Award of Contract for the Removal and Replacement of the Artificial Turf Baseball Infield at the West Orange High School be Awarded to Field Turf, USA, Inc. 175 North Industrial Boulevard, Calhoun, Georgia 30701 (Lepore) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the above referenced resolution was approved. All members voting “Aye.”

6 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-19, Through Streets and Subsections 7-21.2, Multi-Way Stops Near Schools, Playgrounds and Youth Recreation Facilities of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 15, 2020. All members voting “Aye.” Ordinance 2625-20 On motion made by Councilwoman Matute-Brown and seconded by Councilwoman McCartney, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting A Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 15, 2020. All members voting “Aye.” Pending Matters/New Matters/Council Discussion The following items were discussed: The Council decided on a 6 p.m. start time for the December 15, 2020 Council meeting. The administration explained that the Township didn’t renew its contract with Ring. The new Council members will be receiving a packet for the next meeting so they can follow along. Also discussed was the timeline for making changes to the tree ordinance, policies and procedures. At 11:38 p.m., on motion made by Councilman Guarino and seconded by Councilwoman Matute-Brown, the Council Meeting was adjourned. All members voting “Aye.
