1 Conference Meeting – December 15, 2020 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:07 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on October 31, 2019 and published in the West Orange Chronicle on November 7, 2019. On November 25, 2020 a 48 hour notice was sent to the West Orange Chronicle and the Star Ledger indicating that the Conference meeting would begin at 6:00 p.m. Roll Call – Councilman Guarino, Councilman Krakoviak, Councilwoman Matute-Brown, Councilwoman McCartney, Council President Casalino A presentation about the Street Smart New Jersey Pedestrian Campaign was given by Councilman Guarino, West Orange School District Superintendent Dr. Scott Cascone, West Orange Police Department Traffic Bureau Patrolman Scott Smarsh, Will Yarzab, Street Smart NJ Coordinator-North Jersey Transportation Planning Authority, Zachary Calle, Assistant Coordinator-EZ Ride – Bike & Pedestrian Safety Programs and Lisa Lee, Deputy Director-EZ Ride – Bike & Pedestrian Safety Programs. Jack Sayers, Business Administrator gave a brief status on Redevelopment in the Township. The Council gave their liaison announcements. 4 On motion made by Council President Casalino and seconded by Councilwoman McCartney, the consent agenda was approved. All members voting “Aye.” *Resolution(s) Removed from the Consent Agenda: Resolution 245-20 245-20 PUBLIC HEARING and Adoption of Downtown West Orange Alliance Special Improvement District 2021 Budget (Brill) On motion made by Councilman Guarino and seconded by Councilwoman McCartney, the above referenced resolution was approved. All members voting “Aye.” Resolution 249-20 At this time Councilman Krakoviak made a motion to postpone the reading and approval on resolution 249-20. There was no second. The motion failed. Ken Kayser swore in Ms. Susan Gruel, Planning Consultant with the firm Heyer, Gruel & Associates prior to her testimony. 249-20 Resolution of the Township of West Orange, in the County of Essex, New Jersey, Designating Block 155, Lots 40.02, 41.02 and 42.02 as a Non-Condemnation Area in Need of Redevelopment (Trenk) At this time, the Council President allowed public comment on this resolution. Councilman Guarino, Councilwoman Matute-Brown, Councilwoman McCartney and Council President Casalino voting “Aye.” Councilwoman Krakoviak voting “Nay.” Ordinances on Second and Final Reading Ordinance 2625-20 v. On motion made by Councilman Guarino and seconded by Council President Casalino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting A Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel (Gross) was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Council President Casalino and seconded by Councilwoman McCartney, the above referenced ordinance was approved. All members voting “Aye.”
6 Pending Matters/New Matters/Council Discussion-None At 1:40 a.m., on motion made by Council President Casalino and seconded by Councilwoman McCartney, the Council Meeting was recessed until January 5, 2021.
