1 Conference Meeting – January 5, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:33 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown, Mayor Parisi On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, Councilwoman Cindy Matute- Brown was nominated as the 2021 Council President. All members voting “Aye.” Council President’s Oath of Office was administered by her husband, Stephen Brown, Esq. The Oaths of Office was administered to Councilwoman Michelle Casalino by Assemblyman John McKeon, to Councilwoman Tammy Williams by Assemblywoman Mila Jasey and to Councilman Bill Rutherford by Councilman John McKeon. Mayor Parisi offered his congratulations to each of the Council members. 4 On motion made by Councilwoman Williams and seconded by Councilwoman McCartney, the consent agenda was approved. All members voting “Aye.” *Resolution(s) Removed from the Consent Agenda: Resolution 7-21 a. 7-21 Resolution Essex County Community Block Grant Program Year 2021 (Lepore) On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilman Rutherford voting “Nay.” Ordinances on First Reading Ordinance 2626-21 On motion made by Councilman Guarino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-19, Through Streets and Subsections 7-21.2, Multi-Way Stops Near Schools, Playgrounds and Youth Recreation Facilities of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 26, 2021. All members voting “Aye.” Pending Matters/New Matters/Council Discussion Council President Matute-Brown presented a re-cap of items discussed at previous council meetings that she would like addressed going forward: Investment of Town Planner or Economic Developer, Local Assistance Board Ordinance to be rescinded, Rent Leveling Board appointments to be made, Ord. 2595-20 Medical Marijuana Dispensary, Public Contract reform, Medicare for All resolution – Act HR1384, Rock Spring Golf Club, Edison Lofts, relocation of the DPW-Phase II Development of Downtown, fee for the State of the Township address, Timeframe for the review of the 2021 Municipal Budget, status of the curfew at O’Connor Park. At 9:34 p.m., on motion made by Councilwoman Williams and seconded by Councilwoman McCartney, the Council Meeting was adjourned. All members voting “Aye.
