Conference Meeting — January 26, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:32 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call — Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown A presentation was made regarding the relocation of West Orange Public Library by Dave Cubie, Library Director, Marge Mingin, Library Board President and Anthony Iovino, Architect-Arcari & lovino. The Council gave their liaison announcements. Councilwoman Casalino, Councilwoman McCartney and Councilwoman Williams voting “Nay.” Councilman Rutherford and Council President Matute-Brown voting “Aye.” The motion failed.

Ordinance 2633-21 On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, An Ordinance Amending Chapter 15, “Rent Control”, Section 15-3, “Rent Leveling Board”; Subsection 15-3.1, “Rent Leveling Board; Creation; Organization”, of the Revised General Ordinances of the Township of West Orange, to Add a Council Liaison to the Rent Leveling Board’s Membership was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 9, 2021. All members voting “Aye.” Ordinance 2634-21 On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, An Ordinance Amending Chapter 2, “Administration”, Section 2-47, “Environmental Commission”, Subsection 2-47.2m “Membership”, of the Revised General Ordinances of the Township of West Orange, to Add a Council Liaison to the Commission’s Membership was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 9, 2021. All members voting “Aye.” Ordinance 2635-21 On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, An Ordinance Amending and Supplementing Chapter 20, Streets and Sidewalks, and Subsections 20-1, et. Seq., of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 9, 2021. All members voting “Aye.” Ordinance 2636-21 On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting A Salary Guide and Establishing the Employee’s Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 9, 2021. All members voting “Aye.” Pending Matters/New Matters/Council Discussion The item listed for the Rent Control Board was postponed until the next meeting on February 9, 2021. All members voting “Aye.” Council President discussed the following items: the length of council meetings, council workshops as needed, reduction in the time limit for public comment. A poll was taken of the Council. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown were in favor, Councilman Rutherford was not. The Council had a discussion with regard to the West Orange Animal Shelter. 6
