1 Conference Meeting – February 23, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:32 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown On motion made by Councilwoman McCartney and seconded by Councilman Rutherford, Council President Matute-Brown was nominated for the position of liaison to the Rent Leveling Board. Councilwoman Casalino, Councilwoman Williams and Council President Matute-Brown voting “Nay.” Councilwoman McCartney and Councilman Rutherford voting “Aye.” The motion failed. On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, Councilwoman Williams was nominated for the position of liaison to the Rent Leveling Board. Councilwoman Casalino, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilwoman McCartney and Councilman Rutherford voting “Nay.” The motion was carried. On motion made by Council President Matute-Brown and seconded by Councilwoman Williams, Councilwoman McCartney was nominated for the position of liaison to the Environmental Commission. All members voting “Aye.” The Council gave their liaison announcements. The measure also eliminates the cap retroactively. (Council President Matute-Brown) 41-21 Resolution Authorizing the Award of a Contract for Tax Collection Services (Gross)
3 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the consent agenda was approved. All members voting “Aye.” Resolution Removed from the Consent Agenda Resolution 38-21 Resolution of the Township of West Orange, in the County of Essex, New Jersey, Designating a Conditional Redeveloper for Property Known as Block 155, Lots 40.02 & 42.02 on the Tax Map of the Township (Legal-Cofoni) On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilman Rutherford voting “Nay.” Resolution 40-21 Resolution Regarding Matching Funds for Library Development (Legal-Trenk) On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilman Rutherford voting “Nay.” Ordinances on Second and Final Reading Ordinance 2629-21 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-18.1, One Way Streets Designated, Subsection 7-73.3, Temporary Parking Prohibited for Snow Plowing and Removal, Subsection 7-11, Parking Time Limited on Certain Streets During Certain Hours, Subsection 7-12, Parking Prohibited for Street Cleaning and Maintenance, Subsection 7-13, Parking Prohibited at All Times on Certain Streets, Subsection 7-14.1c, Night Parking Restricted, Subsection 7-14.7, Alternate Side Parking and Subsection 7-25, Loading Zones, of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard and public comment was closed. On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, the above referenced ordinance was approved.
4 Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford and Council President Matute-Brown voting “Aye.” Councilwoman Williams voting “Nay.” Ordinance 2637-21 On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 3, “Rules of Council”, of the Revised General Ordinances of the Township of West Orange, to Comport with Current Practice and Increase Efficiency and Effectiveness of Council Meetings – as amended was tabled. All members voting “Aye.” Ordinances on First Reading Ordinance 2638-21 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-14.3 Parking Time Limited on Certain Streets During Certain Hours of Certain Days and Subsection 7-26.1, Bus Stops, of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on March 9, 2021. All members voting “Aye.” Ordinance 2639-21 On motion made by Council President Matute-Brown and seconded by Councilwoman Williams, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange was tabled. All members voting “Aye.” Ordinance 2640-21 On motion made by Council President Matute-Brown and seconded by Councilwoman McCartney, Ordinance of the Township of West Orange, County of Essex, New Jersey Approving an Application for a Long-Term Tax Exemption and Authorizing the Execution of a Financial Agreement with Green Essex Partners Urban Renewal, LLC was approved on first reading, ordered advertised according to law, to come up for second and final reading on March 9, 2021. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilman Rutherford voting “Nay.” Ordinance 2641-21 On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, An Ordinance Amending Chapter 10, Section 12.3 of the Township of West Orange Ordinances, Entitled “Sanitary Requirements” was defeated on first reading.
