Conference Meeting — March 9, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:30 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call — Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown, Mayor Parisi A brief overview regarding the Rock Spring Club was given by Mayor Parisi. The Council gave their liaison announcements. All members voting “Aye.” At approximately 8:50 p.m., on motion made by Council President Matute-Brown and seconded by Councilwoman McCartney, the Council entered into an Executive Session. All members voting “Aye.” At approximately 9:50 p.m., on motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the executive session was adjourned and the

All members voting “Aye.” Ordinances on Second and Final Reading Ordinance 2638-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-14.3 Parking Time Limited on Certain Streets During Certain Hours of Certain Days and Subsection 7-26.1, Bus Stops, of the Revised General Ordinances of the Township of West Orange, of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Megan Brill — Executive Director — Downtown West Orange Alliance There was no one else that wished to be heard. On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2640-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, Ordinance of the Township of West Orange, County of Essex, New Jersey Approving an Application for a Long- Term Tax Exemption and Authorizing the Execution of a Financial Agreement with Green Essex Partners Urban Renewal, LLC was taken up on second and final reading. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilman Rutherford voting “Nay.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. Ordinance 2639-21 On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1 Handicapped Parking on Streets and Subsection 7-32.2, Restricted Parking Zones, of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on March 23, 2021. All members voting “Aye.” Ordinance 2642-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Amending and Supplementing Chapter XXV Land Use Regulations of the Revised General Ordinances of the Township of West Orange to Implement a Settlement Agreement with Fair Share Housing Center was approved on first reading, ordered advertised according to law, to come up for second and final reading on March 23, 2021. All members voting “Aye.” Pending Matters/New Matters/Council Discussion On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, Rodolfo Rodriguez was nominated and approved for a 2-year appointment on the Rent Leveling Board. The following topics were discussed, Edison Redevelopment Project — Phase II, Economic Development Commission Consensus Appointment, One Year Anniversary of the First Case of Covid in the Township, NJLM Legislation regarding the legalization of marijuana. All members voting “Aye.” At 11:14 a.m., on motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the Council Meeting was adjourned. All members voting “Aye.
