1 Conference Meeting – October 26, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:33 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown The Council gave their liaison reports. All members voting “Aye.” Ordinances on Second and Final Reading Ordinance 2661-21 On motion made by Council President Matute-Brown and seconded by Councilwoman Williams, Bond Ordinance Providing for Various Capital Improvements In and By the Township of West Orange, in the County of Essex, New Jersey, Appropriating $15,236,000 Therefor and Authorizing the Issuance of $14,510,000 Bonds or Notes of the Township to Finance Part of
and By the Township of West Orange, in the County of Essex, New Jersey, Appropriating $15,236,000 Therefor and Authorizing the Issuance of $14,510,000 Bonds or Notes of the Township to Finance Part of the Cost Thereof was taken up on second and final reading. All members voting “Aye.”
3 The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Joe Krakoviak – 20 Grandview Avenue Clare Silvestri – 20 Grandview Avenue On motion made by Councilwoman McCartney and seconded by Councilwoman Williams, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2662-21 On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, Bond Ordinance Providing for the Acquisition of Various Properties Pursuant to the Downtown Redevelopment Plan, By and In the County of Essex, State of New Jersey, Appropriating $7,000.000 Therefor and Authorizing the Issuance of $7,000,000 Bonds or Notes of the Township to Finance the Cost Thereof was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. Clare Silvestri – 20 Grandview Avenue On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2663-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, Bond Ordinance Providing for the Remediation, Demolition and Development of Township Owned Properties Identified on the Official Tax Map of the Township and Commonly Known as Block 9, Lots 32 and 36, Commonly Referred to as 8-10 Central Avenue, Respectively, Pursuant to the Central Avenue Development Plan, By and In the County of Essex, State of New Jersey, Appropriating $500,000 Therefor and Authorizing the Issuance of $500,000 Bonds or Notes of the Township to Finance the Cost Thereof was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard. On motion made by Councilwoman Williams and seconded by Councilman Rutherford, the above referenced ordinance was approved. All members voting “Aye.”
4 Ordinances on First Reading-None Pending Matters/New Matters/Council Discussion A discussion took place with regard to the following: • The Township policy on the mandated Covid 19 vaccine. • Retaining services of geo technical Engineer to study areas with steep slopes. • 275 Northfield Avenue • The preservation of the 12-acre forest on Ridge Road. • Process to engage a charette for land acquisitions. At 11:05 p.m., on motion made by Councilwoman Casalino and seconded by Councilman Rutherford, the Council entered into an ABC Hearing. All members voting “Aye.” a. 673-21 Resolution Rescinding in Part ABC Resolution No. 659-21, Removing Licensee No. 0722-33-067-010, Fan & Jade, Inc., (Inactive/Pocket License) and License No. 0722-44-027-005, AMI West Orange, LLC (Inactive/Pocket License) as Licenses Approved for Renewal for the 2021-2022 License Term for Failure to Obtain Required Special Rulings (Legal-Kayser) On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, the above referenced ABC resolution was approved. All members voting “Aye.” b. 674-21 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2021-2022 License Term (Clerk) On motion made by Councilwoman McCartney and seconded by Councilwoman Casalino, the above referenced ABC resolution was approved. All members voting “Aye.” At 11:09 p.m., a motion was made by Councilwoman Casalino and seconded by Councilman Rutherford the public meeting was adjourned.
