1 Conference Meeting – December 14, 2021 The West Orange Township Council met virtually due to the Covid 19 pandemic beginning at 6:51 p.m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 30, 2020, and published in the West Orange Chronicle on December 10, 2020. Roll Call – Councilwoman Casalino, Councilwoman McCartney, Councilman Rutherford, Councilwoman Williams, Council President Matute-Brown The meeting was started with a video presentation on the occasion of Jack Sayer’s retirement. The following employees/friends shared their memories of Jack, wishing him well in his retirement: Anthony Puglisi, Richard Trenk, Susan McCartney, Jerry Guarino, Joe Fagan, Pastor Doug Adams, Nick Allegrino, Shari Quirk, Paula Reynolds, Michael Fonzino, Patty Spango, Kate Davenport, Joe Krakoviak, Jacklyn Sayers, Lenny Lepore, Richie Browne, Carolyn Wahlers, Michelle Casalino, Tammy Williams, Bill Rutherford, John Gross, Ken Kayser, Karen Carnevale and Cindy Matute-Brown. On motion made by Council President Matute-Brown and seconded by Councilwoman Casalino, Councilwoman Susan McCartney was selected to be Council President for 2022. Councilwoman Casalino, Councilwoman McCartney, Councilwoman Williams and Council President Matute-Brown voting “Aye.” Councilman Rutherford voting “Nay.” The Council made their Council liaison appointments to each commission. Councilwoman Casalino, Councilwoman McCartney and Council President Matute-Brown voting “Aye.” Councilwoman Williams and Councilman Rutherford voting “Nay.” Ordinances on Second and Final Reading Ordinance 2667-21 HEARING POSTPONED - 2667-21 An Ordinance Amending Chapter 25 of the Revised General Ordinances of the Township of West Orange Authorizing and Encouraging Electric Vehicle Supply/Service Equipment (EVSE) and Make Ready Parking Spaces (Legal-Trenk) Hearing will be held on 1.18.21 after Planning Board review Ordinance 2668-21 On motion made by Councilwoman Casalino and seconded by Council President Matute-Brown, An Ordinance Amending and Supplementing Chapter 25, Land Use Regulations, Section 25-29, Stormwater Control and Subsections 25-29.1 Through 25-29.13 of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only.

On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, the above referenced ordinance was approved. All members voting “Aye.” Ordinance 2669-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, Bond Ordinance Providing for the Installation of a Sanitary Sewerage System and Associated Laterals Located on Mellon Avenue Between Cleveland Terrace and Kitchener Avenue, in and by the Township of West Orange, in the County of Essex, State of New Jersey; Appropriating $160,000. Therefor and Authorizing the Issuance of $152,000. Bonds or Notes of the Township to Finance Part of the Cost Thereof and Directing a Portion of the Special Assessment of the Cost Thereof was taken up on second and final reading. All members voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one who wished to be heard. On motion made by Councilwoman Casalino and seconded by Councilwoman McCartney, the above referenced ordinance was approved. All members voting “Aye.” Ordinances on First Reading Ordinance 2670-21 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Amending Chapter 2, Section 17.5, Chapter 4, Section 33.1 and Chapter 12, Section 12-10 of the Revised General Ordinances of the Township of West Orange (Smoking Prohibited) was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 4, 2022. All members voting “Aye.” Ordinance 2671-21 On motion made by Councilwoman Williams and seconded by Council President Matute-Brown, An Ordinance Amending Chapter 2, Section 14.5 and Establishing Chapter 2, Section 14.9 of the Revised General Ordinances of the Township of West Orange (Appointment of Police Department, Officers and Personnel) was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 4, 2022.
6 All members voting “Aye.” Ordinance 2672-21 On motion made by Council President Matute-Brown and seconded by Councilwoman McCartney, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-18.1, One-Way Streets Designated, Subsection 7-7.3, Temporary Parking Prohibited for Snow Plowing and Removal, Subsection 7-12, Parking Prohibited for Street Cleaning and Maintenance, Subsection 7-14.1c, Night Parking Restricted and Subsection 7-14.7, Alternate Side Parking of the Revised General Ordinances of the Township of West Orange was approved on first reading, ordered advertised according to law, to come up for second and final reading on January 4, 2022. All members voting “Aye.” Pending Matters/New Matters/Council Discussion A discussion took place with regard to the following: • Sleep Out – January 2022 At 11:27 p.m., on motion made by Councilwoman Casalino and seconded by Councilman Rutherford, the public meeting was recessed until January 4, 2022.
