Show all pagesAPPLICATIONS * 2677-22 Ordinance Amending Chapter 25, Section 15.3.c. of the Revised General Ordinances of the Township of West Orange (Signage for Businesses with Drive Up Windows Review of Drive Up Signs Ordinance 2/3/2022 PRESENTATION Chairman Bagoff explained that the purpose of this meeting is to review an Ordinance sent from the Town Council for Ordinance 2677-22 amending Chapter 25, Section 15.3.c. of the Revised General Ordinances of the Township of West Orange Ms. Spach Trahan said that the Ordinance Review for this meeting is to stay consistent with the Master Plan, Reexamination in 2019 and plan elements updates adopted in 2019. Specifically, this Ordinance provides for signage for businesses with drive up windows. The changes are to permit and provide regulations for directional signs, menu board signs, digital order boards, and vehicle height clearance bars. BOARD & PROFESSIONALS QUESTIONS/COMMENT Chairman Bagoff asked is the illuminations of signs were discussed. Ms. Trahan responded that it was not discussed. To which Chairman Bagoff followed up by asking if in they should be in her professional opinion. Ms. Trahan answered in the affirmative. Mr. Lee Klein asked how this ordinance compares to the McDonald’s on Northfield Avenue. Mr. Trahan said that she is not familiar with this location. Mr. Klein asked how the noises are going to be regulated. To which Ms. Trahan said that the only noise would be the voices coming back. Chairman Bagoff said that he will talk to Mr. Grygiel about adding to Ordinance. Council President Susan McCartney asked a question in regards to the signs, permits and procedures for this Ordinance. 0 To which Ms. Geniece Gary-Adams, Zoning Official was sworn under oath and testified to saying that all signage goes through the Building Department. This is not in the Ordinance, but an in-Town office procedure. Mr. Ken Alper asked about the Menu Board sign as he is not familiar with that. Ms. Trahan said that the Menu Board is usually used to be clearer. Ms. McGovern said that the foot candle level might be part of the code. To which Ms. Gary-Adams responded that it is not. Chairman Bagoff asked Ms. Trahan if she could get Mr. Grygiel to opine on it.
