Conference Meeting — June 14, 2022 The West Orange Township Council met in person for the first time since March 2020, beginning at 6:34 p-m., Karen Carnevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger and filed in the Township Clerk’s office on November 24, 2021, and published in the West Orange Chronicle on December 2, 2021. Roll Call — Councilwoman Casalino, Councilwoman Matute-Brown, Councilman Rutherford, Councilwoman Williams, Council President McCartney A Swearing In of four new Police Officers was performed by Mayor Parisi on behalf of the West Orange Police Department. Police Chief Abbott assisted in swearing in Police Officer Michael Giovine, Police Officer Corey Gray, Police Officer James Tiernan and Police Officer Joseph Tutela as their families proudly watched. A Mayor’s Proclamation was presented to Jaiden Mendez on behalf of Tourette Syndrome Awareness. Jaiden is a junior at West Orange High School and reached out to the Council so he could bring awareness of the syndrome and to educate the community. The Council gave their liaison announcements. On motion made by Councilman Rutherford and seconded by Councilwoman Matute-Brown, the consent agenda was approved. All members present voting “Aye.” Resolution(s) Removed from the Consent Agenda Resolution 151-22 151-22 Resolution Authorizing Professional Services Agreement with Essex Regional Health Commission for Outreach Coordinator (Legal-Trenk) On motion made by Councilwoman Williams and seconded by Councilwoman Matute-Brown, the above referenced resolution was approved. All members present voting “Aye.” Resolution 155-22 155-22 Resolution Authorizing a Professional Services Contract with Frank H. Lehr, 101 South Harrison Street, East Orange, NJ 07018 to Provide Professional Services for the Retaining Wall Improvements of Fire House No. 3 for a fee of $18,400.00. (Lepore) On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman Matute-Brown, Councilwoman Williams and Council President McCartney voting “Aye.” Councilman Rutherford voting “Nay.” Resolution 159-22 159-22 Resolution Approving a 10 Year Re-Organization Plan in the 2022 Municipal Budget (Gross) On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, the above referenced resolution was approved. Councilwoman Casalino, Councilwoman Williams and Council President McCartney voting “Aye.” Councilwoman Matute-Brown and Councilman Rutherford voting “Nay.” Resolution 160-22 160-22 Resolution Reinstating the Mayor’s Recommendation to Fund the Position of Executive Director Housing Authority/Planning & Building Coordinator (Gross) On motion made by Councilwoman Casalino and seconded by Council President McCartney, the motion on the above referenced resolution failed. Councilwoman Casalino and Council President McCartney voting “Aye.” Councilwoman Matute-Brown and Councilman Rutherford voting “Nay.” Councilwoman Williams abstained. Ordinance(s) on First Reading Ordinance 2685-22 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Amending and Supplementing Chapter XXV Land Use Regulations of the Revised General Ordinances of the Township of West Orange to Implement a Settlement Agreement with Fair Share Housing Center was approved on first reading, ordered advertised according to law, to come up for second and final reading on July 19, 2022. All members voting “Aye.” Ordinance 2686-22 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Amending Chapter 2, Section 14.5 and Section 14.9 of the Revised General Ordinances of the Township of West Orange, (Appointment of Police Department, Officers and Personnel) was approved on first reading, ordered advertised according to law, to come up for second and final reading on June 28, 2022. Councilwoman Casalino, Councilwoman Matute-Brown, Councilwoman Williams and Council President McCartney voting “Aye.” Councilman Rutherford voting “Nay.” Ordinance 2687-22 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, Calendar Year 2022 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a CAP Bank (N.J.S.A. 40A: 4-45.14) was approved on first reading, ordered advertised according to law, to come up for second and final reading on July 19, 2022.
