Conference Meeting — August 1, 2023 The Conference meeting began at 6:32 p.m., Karen Camevale, Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The annual notice was emailed to the Star Ledger West Orange Chronicle on July 22, 2023. At 9:11 p.m., Stephanie Santana, Deputy Finance Officer read into the record, Budget Amendment No. | in full. Resolution 265-23 On motion made by Council President Williams and seconded by Councilwoman Ghebremicael, the resolution entitled Budget Amendment No. 1 was approved. All members voting “Aye.” The hearing on this amendment will take place on August 22, 2023. PUBLIC HEARING ON 2023 MUNICIPAL BUDGET At 9:37 p.m., on motion made by Council President and seconded by Councilwoman Ghebremicael, the hearing for the 2023 Municipal Budget was opened. John Gross, Chief Financial Officer presented a detailed power point presentation on the 2023 Municipal Budget and what is included. After the presentation the Council had the opportunity to ask questions. Public Comment was opened to the public. On motion made by Councilwoman Ghebremicael and seconded by Councilman Rutherford, Resolution Authorizing the Retention of Angelo Genova, Genova Burns, LLC, 494 Broad Street, Newark, NJ 07102 as Special Counsel to the Township Council for an Amount NTE $17,499.00. was approved. Councilwoman Ghebremicael, Councilman Rutherford and Councilwoman Scarpa voting “Aye.” Councilwoman Casalino voting “Nay.” Council President Williams abstained. ABC Hearing At 10:54 p.m., on motion made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, the public meeting was adjourned and the Council entered into an ABC Hearing. All members voting “Aye.” Resolution 723-23 Hearing on Renewal for 2023-2024 License Term-Harrison Avenue Tavern, Inc. 0722-33-058-006 (Special Conditions) On motion made by Councilwoman Casalino and seconded by Council President Williams, the above referenced resolution was approved. All members present voting “Aye.” Resolution 724-23 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2023- 2024 License Term On motion made by Council President Williams and seconded by Councilwoman Ghebremicael, the above referenced resolution was approved. All members present voting “Aye.” At 11:01p.m., on motion made by Councilman Rutherford and seconded by Council President Williams, the ABC Hearing was adjourned.
