Call — Councilwoman Casalino, Councilwoman Ghebremicael, Councilman Rutherford, Councilwoman Scarpa, Council President Williams At this time, the Mayor presented the Capital Budget along with Joe Pelose-Director-DPW, Fire Chief Anthony Vecchio and Bill Kehoe-Director of Recreation. At approximately 8:05 p.m., the Council President amended the order of the agenda to hear the public comment on Ordinance 2817-23 An Ordinance Amending Chapter 17, Section 14 Of The Revised General Ordinances Of The Township Of West Orange — Gas Leaf Blowers. Councilman Rutherford made a motion to hear items 2 through 8 before going to second reading of Ordinance 2817-23, which was seconded by Councilwoman Scarpa. After further conversation, Councilman Rutherford rescinded his motion and the Council proceeded with hearing Ordinance 2817-23 on second and final reading.
