Mr. Alper asked where will the applicant anticipate the overflow of people before they can get inside. Ms. Gibbs said that there are two entrances to the building from the rear. They will have on-site security to help navigate the additional customers. However, being that they already operate online, 90% of their business will be solely pre-orders and they plan to stagger the pickup times so they don't have overcrowding. . Mr. Klein asked if they have a certain amount weight wise that they can sell, since they are a micro dispensary. Ms. Gibbs said as per month they are only allowed a small window of inventory on hand, which is 1,000 pounds per month. . Mr. Klein asked how many customers an hour can they accommodate with the three-point of sales. Ms. Gibbs said that they will be able to accommodate around 12 people per hour. e Mr. Klein asked if they will have any carbon filters for odor control. PRESENTATION . The co-owner Mr. Darnnelle Gibbs entered on the record and he was sworn under oath. . Mr. Gibbs started his testimony by stating that the security will be trained in crowd control to be able to manage any overflow of customers. . He got introduced to CBD due to an injury during his Army service, which helped him relieve the pain. . Mr. Gibbs is involved in an organization called New Jersey Cops for Kids organization since 2016. This organization is an effort to bridge the gap in unity and law enforcement, which started off with 24 children now they have approximately 150 children. . Mr. Gibbs is also involved in a Food Drive Program that’s been helping homeless and families in need. Especially during COVID-19, since his company was able to provide cleaning supplies. . Mr. Gibbs will work closely in conjunction with the Township Police Department to ensure a safe operation in both the interior and exterior of the site. BOARD QUESTIONS . Mr. Klein asked how will the deliveries take place. Mr. Gibbs said that there is no pattern created and deliveries will be not having a preset time. . Mr. Klein asked where will the delivery van will be parked. Mr. Gibbs said that in any of the regular parking spaces. . Mr. Klein asked if they are allowed to have deliveries while customers are in the store. Mr. Gibbs said that it is allowed. . Chairman Bagoff asked how do you verify that it is factually a valid driving driver’s license or state issued ID. Mr. Gibbs said that they will be using a system that will swipe the magnetic stripe from back of the ID and it will read the information necessary that verifies if the ID is valid. . Chairman Bagoff asked how many security guards will be available during business hours. Mr. Gibbs said that maximum of 2 security guards. . Chairman Bagoff asked who will be checking identification, is the security guards or are they roving. Mr. Gibbs said that the bud tenders would be the individuals that be checking ID. NO PROFESSIONAL QUESTIONS NO PUBLIC QUESTION PUBLIC COMMENT* PRESENTATION ° The security expert Mr. Peter Milano entered on the record and was sworn under oath and his credentials were accepted by the board. ° Mr. Milano said that the security plan has been submitted to the West Orange Polie Chief and the plans have been approved. . Mr. Milano said that they will have a connection where the site

Mr. Milano said that they will have a connection where the site must be under surveillance for 24 hours a day by the state. They will open up a VPN port static address and allow the state to eavesdrop using cameras. . There will be video surveillance cameras; these cameras are NDAA and NDAA approved and are hack proof and they are specified by the federal government since they want to prevent any hacking on the cameras. . The phone system will be recorded and will have caller’s ID. . The doors will open using a key card. It will also provide a profile of the usage of the doors and will record who comes in and who comes out using the employee credentials.

. They have converted the network video recorder to a very high level of recording. They are using 4-megapixel cameras that will record almost a year's worth of activities and t can go back to certain time and date. It will playback access of 15 seconds before and 15 seconds after. . There will be fire alarms throughout the entire suite and burglar system which will be made by Honeywell. He said that it will be wireless and it will have a series of criminal protection and interior protection and they will be comprised of the door sensors. It will have infrared motion sensors and it will have shock detector. BOARD QUESTIONS e Chairman Bagoff asked how long do you save the information from the video cameras and the recordings. Mr. Milano said about a year and it is saved on site. e Chairman Bagoff asked what happens if there's a blackout. Mr. Milano said that the burglar and fire alarms are also battery operated. But they also will have a UPS which is 2300 Volt and could last about 12 hours. . Chairman Bagoff asked if there is a requirement to have off site back up. Mr. Milano is not sure of that requirement. But Council president Williams did specify that the ordinance requires that the facility maintains 30 days of video footage. . Mr. Klein asked if they are placing a camera covering the second rear door. Mr. Milano said that they will be covering the perimeter. PROFESSIONAL QUESTIONS ° Mr. Jordan asked if there will be cameras in the hallway. Mr. Milano said that they will have cameras in the interior including the hallway and throughout the whole footprint of the building. There will also be a wireless camera in the parking lot to pick up the rear entrance. e Mr. Jordan asked how can the applicant ensure that two existing lighting in the rear and one existing lighting around the building is going to be enough lighting for security in the parking. Mr. Milano said that they’ll be providing some additional LED lighting that going to be solar powered and mounted to the building. NO PUBLIC QUESTION PUBLIC C NT* PRESENTATION . The owner of the property Daniel Pedrosa entered on the record and he was sworn under oath. ° Mr. Pedrosa said that that the previous agreement expired before he bought the property. Mr. Pedrosa purchased the building on November of 2021 and recently was in touch with the owner of 466 Prospect Avenue and both signed a new
