WILKES: Got it. Thank you.3 CHAIRMAN BAGOFF: Mr. Cardoza.4 MR. CARDOZA: Thank you, Mr. Chairman.5 Mr. Pehnke, thank you for your testimony.6 Joe, can you pull up the engineering plans. I know7 these questions -- I believe Mr. Pehnke would have been8 consulted to certain matters pertaining to the roadways.9 Right?10 MR. PLOCKER: Yeah, that's all right. If11 it's something within Mr. Anderson's purview he will12 address it.13 MR. CARDOZA: Appreciate it.14 MR. PLOCKER: Thank you.15 You want the overall site plan?16 MR. CARDOZA: Yeah. I believe it's marked17 engineering plans too on the --18 MS. MCGOVERN: Says P-4. There's 99 pages19 to this.20 MR. CARDOZA: Sorry to throw a wrench in21 there.22 I don't know if Mr. Pehnke -- I don't know23 if Mr. Pehnke has a clicker. Thank you.24 Can you show me the bottom of Building D.25 98 Okay. Perfect.1 At the, so Building D at the bottom we got2 one of the entrances and exits for the parking garage.3 There are, what is that six parking -- yeah, six parking4 spaces on that curb? Can you come zoom that in further.5 Yeah, right there. Okay. So six parking spaces at the6 bottom entrance and exit to the parking garage in7 Building D. Those spaces, has there been any8 consideration to, I don't know, are those meant solely9 for maintenance for the facilities themselves. I just10 imagine that being an accident waiting to happen. Where11 they are, the curvature, the drive path, that people12 might be exiting by the time they leave the building.13 THE WITNESS: Well, I mean, the continuation14 into the building is a very low speed situation. You15 are going through a garage door into the interior. So I16 don't think this is a high speed area. In terms of the17 functioning of those, they are part of the overall18 parking supply supporting the residents.19 In terms of their utilization, I suspect20 they will probably be the least utilized spaces through21 the facility, as people are going to tend to look for22 cover in the building from weather and visitors more23 than likely will go directly to the parking lot up top.24 And people, keep in mind when you design parking, we do25 99 not design for every parking space to be filled. As Mr.1 Anderson indicated,
re23 than likely will go directly to the parking lot up top.24 And people, keep in mind when you design parking, we do25 99 not design for every parking space to be filled. As Mr.1 Anderson indicated, there are over 1070 parking spaces,2 not including some additional 102 spaces scattered at3 the, at the clubhouse and so forth. So we have an4 abundance of parking that meets and exceeds the RSIS5 actual parking demands. Just to give you a sense, based6 upon published data by the same publication, done by the7 Institute of Transportation Engineers, indicates that we8 could expect, on average you might actual see maybe9 about 630, 640 parked vehicles on this site. So, and10 that's intentional. We don't want people to be looking11 for their next parking space. You want to make sure12 that we have more than adequate parking. So those13 spaces are there, they're functional. I don't know that14 I share your concerns that you have. I think they have15 good sight lines from my looking at the grading. It's16 in a low speed area. It's not a straightaway, so.17 MR. CARDOZA: Since you're referring to a18 low speed area, can you remind me, is there signage at19 the exit of the garage telling motorists to slow down20 before they exit the garage?21 THE WITNESS: I'm not familiar with any of22 the particular signage. There's not likely any signage.23 We certainly could.24 MR. CARDOZA: Yeah, I would suggest that25 100 probably every --1 CHAIRMAN BAGOFF: I am going to make it a2 condition.3 MR. CARDOZA: Something coming and going for4 motorists.5 MR. PLOCKER: And that would be acceptable6 to the applicant.7 CHAIRMAN BAGOFF: Thank you, Mr. Plocker.8 MR. KLEIN: Is there a gate?9 THE WITNESS: That garage, that section of10 the garage, I believe Mr. Appel testified to, is gated.11 There is a section of that back garage that isn't gated,12 that's open for visitor parking. But, yeah, so people13 that are going in and out of this section are the people14 that are doing it every day, so it's not unlike driving15 in and out of your driveway every day. You are really16 the only ones that's even doing it.17 MS. MCGOVERN: What kind of warning would18 you like?19 CHAIRMAN BAGOFF: Go slow.20 MS. McGOVERN: Just slow, that's it?21 CHAIRMAN BAGOFF: Is that two-way in and22 out?23 THE WITNESS: That's two ways, yes.24 CHAIRMAN BAGOFF: Is there a gate and door25
