TI. REPEAL OF CONFLICTING ORDINANCES Any Ordinances of the Township which are in conflict with this Ordinance are hereby repealed to the extent of such conflict. Iv. SEVERABILITY If any part of this Ordinance shall be deemed invalid, such parts shall be severed and the invalidity thereof shall not affect the remaining parts of this Ordinance. Vv. EFFECTIVE DATE This Ordinance shall take effect upon final passage and publication in accordance with the law. Ord. 2913-25 On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa, An Ordinance Amending And Supplementing Chapter 7, Traffic, Subsections 7-32.1 Handicapped Parking On Streets, And 7-32.2 Restricted Parking Zones Of The Revised General Ordinances Of The Township Of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on April 22, 2025. All members present voting “Aye.” AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTIONS 7-32.1 HANDICAPPED PARKING ON STREETS, AND 7-32.2 RESTRICTED PARKING ZONES OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE BE IT ORDAINED, by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey as follows: Section 1. Subsections 7-32.1, Handicapped Parking on Streets of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition): 7-32.1 Handicapped Parking on Streets. Pursuant to N.J.S.A. 39:4-197(2c) the following on- street location is designated as a handicapped parking place. Such spaces are for use by persons who have been issued special identification cards, plates, or placards by the New Jersey Motor Vehicle Commission, or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in these places. 7-32.2. Restricted Parking Zones. Pursuant to N.J.S.A 39:4-197.6, Restricted Parking Zones, as defined in N.J.S.A. 39:4-207.6e, are established in front of the following residences as indicated on the Tax Maps of the Township of West Orange, at the specified locations. Parking within a specific zone is restricted to the motor vehicle issued a permit pursuant to N.J.S.A. 39:4-197.7. In accordance with N.LS.A., 39:4-197.6 parking is permitted in the Restricted Parking Zone except when prohibited in front of the residence by other sections of this Chapter. Residence Address No. of Spaces Location 48 Park Terrace 1 Beginning 682 feet west of the westerly curb line of Main Street, and extending 20 feet west. 42 Wellington Avenue 1 Beginning 124 feet west of the westerly curb line of Oakridge Road and extending 20 feet west. If any provision of this Ordinance or application thereof, under any circumstances, is held invalid, the invalidity shall not affect any other provisions or applications of this Ordinance that can be given effect without the invalid provision(s) or application(s) and to this end the provisions of this Ordinance are severable. All other Ordinances or parts of Ordinances inconsistent with this Ordinance are hereby repealed. Section 4, This Ordinance shall take effect upon final passage and publication in accordance with law and upon the approval of the New Jersey Department of Transportation if required. All members present voting “Aye.” Councilwoman Rudin explained that she wanted to place a revised version of the Noise Ordinance on the next Council agenda. A motion was made by Councilwoman Casalino and seconded by Council President Krakoviak to approve the above referenced resolution. After a brief discussion by Council Members, Councilwoman Casalino rescinded her motion to approve, as did Council President Krakoviak, and decided to bring the resolution back on April 22, 2025 for consideration after more information about the establishment was obtained. e 763-25 Resolution Approving Renewal Of License #0722-33-031-007, 2001 Proof, LLC Nunc Pro Tune For 2023-2024 License Term (Inactive License) A motion was made by Councilwoman Casalino and seconded by Council President Krakoviak to approve the above referenced resolution Councilwoman Casalino, Councilwoman Scarpa, and Council President Krakoviak voting “Aye.” Councilwoman Rudin voting “Nay.” The motion was carried.
