Hl. Take minutes of meetings and submit approved Minutes to the Council, Business Administrator and Chief Financial Officer. The Board will also provide the minutes to the Municipal Clerk for public availability in the Clerk’s office and for posting to the Township website. Submit written reports to the Council, Busincss Administrator and Chief Financial Officer on a regular basis of the Board’s findings, questions and recommendations. Appear as requested by the Town Council at Council meetings to present and/or engage in discussions with Councilmembers and Administration personnel, as appropriate. Meet at least once a month in the year that members serve, because Budget issues are a year-round responsibility, including year-end account reconciliations and pre- planning for the following calendar year. Meetings may occur more frequently depending on the majority vote of members. Communicate as appropriate with the Councilmember or Mayor who appointed them on budget matters, Members can also communicate through the Board Chair or his/her designee with county or state agencies as appropriate, as well as other municipalities and other entities that may perform similar advisory duties in other municipalities. All members present voting “Aye.” BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY that Chapter 2, Sections 9.4 of the Revised General Ordinances of the Township of West Orange be and are hereby amended as follows: L PURPOSE The purpose of this ordinance is to modify the provisions of the Township of West Orange Municipal Code governing the Township’s retention of Special Counsel. This ordinance: (i) requires appointment of Special Counsel by advice and consent of the Township Council; and (ii) require that the bills for Special Counsel shall be subject to approval from the Township Council. I. CHAPTER 2 SECTIONS 9.4 SHALL BE AND HEREBY IS_AMENDED AND SUPPLEMENTED TO INCORPORATE THE FOLLOWING: 2-9.4 Special Counsel. Subject to the advise and consent of the Township Council, the Township Attorney may appoint such Special Counsel as may be required or advisable to handle matters in which a conflict of interest precludes representation by the Township Attorney or Assistant Township Attorney, or which due to its complexity, special nature, time demands or constraints, or for any good reason would benefit from the special experience and/or training of the Special Counsel to be hired, Such Special Counsel need not serve full time and would be expected to serve for the duration of the matter for which he or she was appointed, subject to annual reappointment with the manner and amount of compensation to be approved by the Township Council. All members present voting “Aye.” BE IT ORDAINED, by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey as follows: Section 1. Subsections 7-32.2, Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition): 7-32.2 Restricted Parking Zones. Pursuant to N.J.S.A 39:4-197.6, Restricted Parking Zones, as defined in N.J.S.A. 39:4-207.6e, are established in front of the following residences as indicated on the Tax Maps of the Township of West Orange, at the specified locations. Parking within a specific zone is restricted to the motor vehicle issued a permit pursuant to N.J.S.A. 39:4-197.7. In accordance with N.J.S.A., 39:4-197.6 parking is permitted in the Restricted Parking Zone except when prohibited in front of the residence by other sections of this Chapter. Subsections 7-32.3, Handicapped Parking in Municipal Parking Lots and Board of Education Property of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition): Pursuant to N.J.S.A 39:4-197, Municipal Plaza Parking Lot #6 is designated in part as a Handicapped Parking Area. Such spaces are for use by persons who have been issued special identification cards, plates or placards by the New Jersey Motor Vehicle Commission or a temporary card issued by the Chief of Police. This Ordinance shall take effect upon final passage and publication in accordance with law and upon the approval of the New Jersey Department of Transportation if required. All members present voting “Aye.” Ordinance(s) on First Reading Ord. 2911-25 On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, Capital Ordinance Appropriating $1,000,000 to Pay for Various Improvements and Upgrades to the Oskar Schindler Performing Arts Center in the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on April 22, 2025. CAPITAL ORDINANCE APPROPRIATING $1,000,000 TO PAY FOR VARIOUS IMPROVEMENTS AND UPGRADES TO THE OSKAR SCHINDLER PERFORMING ARTS CENTER, IN AND FOR THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY WHEREAS, the Township of West Orange, in the County of Essex, State of New Jersey (the “Township”), wishes to undertake capital improvements consisting of various improvements and upgrades to (i) the Oskar Schindler Performing Aris Center, including, but not limited to, the installation of a sound system for the amphitheater, a shed, the installation of ADA accessible seating, and the installation of safety lighting on the building, stage flooring and security cameras , and (ii) Crystal Lake, including, but not ut not limited to, the construction of two floating docks (the “Capital Improvements”); and limited to, the construction of two floating docks (the “Capital Improvements”); and WHEREAS, the cost of said Capital Improvements is estimated to be $1,000,000; and WHEREAS, the Township has received or expects to receive a New Jersey Department of Community Affairs Grant — Coronavirus State Fiscal Recovery Fund in the amount of $1,000,000 (the “NJDCA Grant”) to undertake the Capital Improvements; and WHEREAS, the Township Council desires to authorize the appropriation and expenditure of the NIDCA Grant in order to undertake the aforesaid Capital Improvements. BE IT ORDAINED AND ENACTED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY (a tnajority of the full membership thereof affirmatively concurring), AS FOLLOWS: SECTION 1. The Capital Improvements or purposes described in Section 2 of this capital ordinance are hereby authorized as general capital improvements to be undertaken by the Township. There is hereby appropriated the amount of $1,000,000, which amount is the NJDCA Grant reccived or expected to be received by the Township and deposited into the General Capital Fund for the said improvements or purposes stated in Section 2 hereof, SECTION 2, The Capital Improvements or purposes hereby authorized are for various improvements and upgrades to (i) the Oskar Schindler Performing Arts Center including, but not limited to, the installation of a sound system for the amphitheater, a shed, the installation of ADA accessible seating, and the installation of safety lighting on the

Said improvements or purposes shall also include, as applicable, all work, materials, equipment, engineering, design, consulting work, preparation of plans and specifications, permits, bid documents, conducting and preparation of reports and studies, environmental investigations and remediation, equipment rental, labor and appurtenances necessary therefore or incidental thereto, SECTION 3. The expenditure of the NJDCA Grant for the improvements or purposes set forth in Section 2 hereof is hereby authorized and approved. The Mayor, the Clerk, the Chicf Financial Officer and any other official/officer of the Township are each hereby authorized and directed to execute, deliver and perform any agrecment with the State of New Jersey Department of Community Affairs or any other agreement necessary to undertake the improvements or purposes set forth herein and to effectuate the transaction contemplated hereby and thereby. ion contemplated hereby and thereby, 10

ated hereby and thereby. SECTION 4. The Township hereby certifies that it has adopted a capital budget or a temporary capital budget, as applicable. The capital or temporary capital budget of the Township is hereby amended to conform with the provisions of this ordinance to the extent of any inconsistency herewith. To the extent that the purposes authorized herein are inconsistent with the adopted capital or temporary capital budget, a revised capital or temporary capital budget has been filed with the Division of Local Government Services. SECTION 5, Capitalized terms used herein and not otherwise defined, shall have the meanings ascribed to such terms in the preambles to this capital ordinance. SECTION 6. This ordinance shall take effect in accordance with applicable law. Ord, 2912-25 A motion was made by Councilwoman Ghebremicael to lower the proposed increase of fees from 20% to 10%. It was seconded by Councilwoman Rudin. Councilwoman Ghebremicael, Councilwoman Rudin and Council President Krakoviak voting “Aye.” Councilwoman Casalino and Councilwoman Scarpa voting “Nay.” The motion carries and the resolution is approved as amended. A motion was made by Councilwoman Ghebremicael to cap the fees at a maximum of $2,000.00. It was seconded by Councilwoman Rudin. Councilwoman Ghebremicael and Councilwoman Rudin voting “Aye.” Councilwoman Casalino, Councilwoman Scarpa and Council President Krakoviak voting “Nay.” The motion FAILED, On motion made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa An Ordinance Amending Chapter 11, Section 3.4 Of The Revised General Ordinances Of The Township Of West Orange (License Fees; Maximum Number), was approved on first reading, ordered advertised according to law, to come up for second and final reading on April 22, 2025. All members present voting “Aye.” AN ORDINANCE AMENDING CHAPTER 11, SECTION 3.4 OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE (LICENSE FEES; MAXIMUM NUMBER) BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE TOWNSHIP OF WEST ORANGE, NEW JERSEY that Chapter 11, Section 3.4 of the Revised General Ordinances of the Township of West Orange be and are hereby amended as follows: L PURPOSE The purpose of this ordinance is to revise the municipal code setting for the license fees for liquor licenses issued by the Township of West Orange.
