There's a utility line that runs at the toe of the downhill slope. I went back to some aerials, historic aerials, and you could see that the utility was installed either 1995 or before that. It's from, I think the photograph was '86, there was nothing there and then in '95 you could see the remnants of what was cleared to install the wastewater pipe. What that does is when you excavate that out they're actually creating more of a weak point on the toe of that slope because now it's an area that's not native, it's not in situ, it was backfilled. Likely because it's not in an area that is supposed to support structures. That trench was probably just simply backfilled. I mean, they might have had to put all the requirements for bedding materials and things like that, but when they started getting up to grade it wasn't like they were required to support a road or a building or anything like that. So the backfilling is probably backfilled less than the optimum potential compaction that it could receive if they were building a structural support on it. What that does though is it creates a weak point all the way across the toe of the slope. That could be a failure location where a slope failure
