AFRAN: I think he was giving examples where people appeared to be following the rules and problems emerged and that was the point I understand his testimony was focusing on. That even where you have people following the rules there are intangible factors, for example unstable rock that you're not seeing because you're misstating the report and he is saying even where you're following the rules because it is intangible factors you could have problems.
