AFRAN: No, it does not adjudicate ownership but it can't approve applications unless there's evidence that there's a proprietary interest in the lands that must be traversed. The board can't act on an application unless the applicant shows it has a right to do so. CHAIRMAN BAGOFF: The applicant -- who directed the applicant sole rights to those lots? MR.
