KLEIN: So I don't know if you're aware of a lot of traffic signals just in West Orange, in front of the zoo there's three or four maybe five that are within less than a thousand feet of each other. There's others on Northfield that are also close together. Are they illegal signals or they somehow skirted the MUTCD and were able to sneak it in there? THE WITNESS: Well, they said -- the FHWA said in the Manual On Uniform Traffic Control Devices that, that the justification for warrant for signals using coordination would not be acceptable if the signals were closer than a thousand feet because they found coordination doesn't operate well at that distance. MR. KLEIN: Okay. They're not putting the signal in for coordination, they're putting in the signal to operate the intersection of Oval Road and Eagle Rock Avenue. They met three of the warrants. So they're putting it in 750 feet away from Laurel Avenue, but there's a way to coordinate those two signals so they operate properly? THE WITNESS: No, if they use that for a
