It's unclear to me based on his testimony whether it's the fact that, if based on what we see, if what I'm saying is true, and residents can not access it, does it change his analysis of the cul-de-sac? THE WITNESS: It does not. CHAIRMAN BAGOFF: Okay. Say it again.
