At approximately 8:54 p.m., on motion made by Councilwoman Casalino and seconded by Councilwoman Williams, the Council voted and approved a motion to enter into an Executive Session. Councilwoman Casalino, Councilwoman Scarpa, Councilwoman Williams and Council President Krakoviak voting “Aye.” Councilwoman Rudin voting “Nay.” 270-25 Resolution Authorizing an Executive Session for Personnel Matter(s) Specifically Resolution(s) 233-25, 234-25 and 264-25. At approximately 8:55 p.m., on motion made by Councilwoman Casalino and seconded by Councilwoman Williams, the Council approved the above-mentioned resolution. All members present voting “Aye.” At approximately 10:27 p.m., on motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, the Council adjourned the executive session and the public meeting was reconvened, All members voting “Aye.” Approval of Minutes of Previous Meeting -- Public Meeting October 28, 2025, Special Meeting November 7, 2025, and Public Meeting November 12, 2025 Report of Township Officers - None Reading of Petitions and Communications and Bids-None Bill List The following bills were pulled for discussion by Councilwoman Rudin. After the discussion, Councilwoman Williams made a motion to vote on the portion of the Bill list that wasn’t pulled for discussion. After further discussion with the Assistant Town Attorney, Councilwoman Williams rescinded the above referenced motion and called for division asking that the bilis that were pulled by Councilwoman Rudin be voted on individually, and not as a whole. 189688 - EZ Pass A motion to pull was made by Council President Krakoviak and seconded by Councilwoman Rudin, the above- mentioned item was pulled from the Bill list in the amount of $200 which included a $29.00 charge that Councilwoman Rudin is questioning. All members present voting “Aye.” Resolution 271-25 Resolution Approving a Professional Services Contract with Matrix New World Environmental Services for Tasks Outlined in their Proposal for the Property at Rock Spring Golf Club, 90 Rock Spring Road, West Orange, NJ 07052 in an Amount NTE $49, 800.00 (Carballo) On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye.” Ordinances of Second and Final Reading Ord, 2942-25 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee's Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel, was taken up on second and final reading.

The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced ordinance was adopted. Councilwoman Casalino, Councilwoman Scarpa, Councilwoman Williams and Council President Krakoviak voting “Aye.” Councilwoman Rudin abstained. Ord, 2944-25 On motion made by Councilwoman Casalino and seconded by Councilwoman Williams, An Ordinance Amending and Supplementing Chapter 19 Sewers, Subsection 19-1.3, And Chapter 20, Streets and Sidewalks, Subsection 20-3,2 of the Revised General Ordinances of the Township of West Orange, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one ibat wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Williams and seconded by Councilwoman Casalino, the above referenced ordinance was adopted. All members present voting “Aye.” Ordinances of First Reading Ord, 2945-25 On motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-21, Multi-way Stops of the Revised General Ordinances of the Township of West Orange, was approved on first reading, ordered advertised according to law, to come up for second and final reading on December 9, 2025. All members present voting “Aye.” Ord. 2946-25 An Ordinance Amending Chapter 28, Sections 1-11 of the Revised General Ordinances of the Township of West Orange and Establishing Certain Standards, Procedures and Fees for Tree Protection, Removal and Replacement.
