top of the swale, right, you did that? Mr. Blake said Yes that they started investigating options for MTDs and where they can be put. In tesponse to this, Chairperson Neuer asked for a definition of “MTD” R. MacNeill responded that it is a “Manufactured Treatment Device.”. So DEP requires and the township code reflects those requirements. For water quality treatment they meet a certain total suspended solid removal rate by having the grass swale, but they don't meet the total requirement of 80 percent for this total suspended solid. No questions from Z. Carballo. © C. Dochney said that given the historic nature and the fence, he needed to confirm whether or not this property is officially listed on any register of historic places or designated as a landmark by the township. Chairperson Neuer said that it wasn't listed, but the Board did receive a report from the Historic Commission. C. Dochney said that it's not officially listed on any Register. PUBLIC QUESTIONS ¢ Edie Behr (14 Dogwood Drive) asked Mr. Blake asked about the water that will be directed to Mount Pleasant Avenue and if the Stormwater system has enough capacity for however much water and assurance that's not going to cause any flooding on Mount Pleasant Avenue. Mr. Blake said that the way the system is designed, it was analyzed how much stormwater's leaving the property currently. And then we make sure that our proposed design equals that number or reduces it in accordance to the requirements that are provided in the code, which is what I kept saying is NIAC-7.8. So we will not be providing any impact to the Mount Pleasant stormwater system that's currently there. I can't speak for the whole system because it's a giant system, but as far as what we're providing we will be providing a system that should be better than what is there. Break 9:15 PM - 9:27 PM Upon return from the break, a roll call was performed to confirm the presence of a quorum. PRESENTATION ¢ Ms. Porter yielded to Mr. James Turteltaub, Esq who brought up one quick housekeeping. Mr. Blake had referred to Exhibit TRO-1 the Tree Removal Plan (Dated 12/8/2025) as he did not believe it was actually identified for the record, e Mr. Turteltaub said, with respect to the fencing, replacement of the fence and/or the maintenance of the fence as it goes forward. Mr. Turteltaub said, with respect to the fencing, replacement of the fence and/or the maintenance of the fence as it goes forward. There are currently existing columns that are about 9-foot tall where they understand from the needs of PSE&G for security reasons needs to have 8-foot high fencing to go in between the columns that are going to be spaced about 3 % inches apart. Mr. Turteltaub stated that his client (Mr. Malanga) would like the Board to make as a condition of any approval that the new fence be made of wrought iron composed of solid pickets with a similar size to the existing fencing that exists currently. That would also be done with a block finish on it. In addition the 3.25 ft, spacing is to make it anti-climbing so people can't climb over be composed of wrought iron that's going to be installed. And then second, the support columns that are going to be installed should be in the same locations as the existing pillars are today. And to the extent possible the foundations of the existing pillars would be re-utilized by
