KLEIN: I don't think it's necessary for21 full time secondary means of ingress. I'd like to see a22 better emergency access plan.23 CHAIRMAN BAGOFF: Okay. Okay.24 MR. KLEIN: I think RSIS says they don't25 130 need that secondary means of ingress.1 CHAIRMAN BAGOFF: Because the applicant --2 the applications it is an application within an3 application.4 MR.
