Currently the municipal workforce is comprised of 426 employees. This includes the elected officials (Mayor/Council). Based on a 2005 audit, the municipal workforce consists of the following: Male 310 (including police) 72.7% Female 116 (including police) 27.3% White, Non Hispanic 375 (including police) 88.0% Black, Non-Hispanic 30 (including police) 7.3% Other Races, Non-Hispanic 6 (including police) 1.4% Total Hispanic (All Races) 14 (including police) 3.3% Based on a comparison with the 2000 Census, the Township of West Orange needs to increase its utilization of minority workers. The current attrition rate is low. Municipal workers tend to remain on the job until retirement. Some workers have been employed for more than 40 years. The typical expected duration of a municipal worker is nearly 30 years. It is no wonder that the current workforce has not reflected the same rapid change of the general population. GOAL The ultimate goal of the Township’s Equal Employment Opportunity Plan its to field a qualified workforce as closely reflective of the community as possible while maintaining compliance with the rules and regulations established by the New Jersey Department of Personnel. STEPS TO ACHIEVE GOAL There are several steps required to achieve the ultimate goal. These are: Diverse Advertisement of Job Openings Currently, job openings are posted on the New Jersey Department of Personnel website and the Community Bulletin Board on the front yard of the municipal building. At time, job openings are listed in the local newspaper. Job openings should be posted in newspapers and periodicals that serve the minority population, especially those printed in Spanish. Active Recruiting of Minority Population The Township should actively recruit minorities and women. We should attend and set up recruiting booths at local job fairs and college job fairs. Further, we should actively involve ourselves in any of the career days that are conducted at local high schools and vocational and technical schools. Although we should aim to recruit all EEOC Utilization
