5 Following discussion and on motion made by Councilwoman Spango and seconded by Councilman Krakoviak, the above mentioned resolution was adopted. All members voting “Aye”. Resolution #140-11 Resolution Authorizing Change Order No. 2 with Shauger Property Services, Inc. in the Amount of $19,770.91 for the Change Order Proposals No. 4, 5, 6, 8, 9, 10 & 11 at the West Orange High School Football Field Following discussion and on motion made by Councilwoman Spango and seconded by Councilwoman McCartney, the above mentioned resolution was adopted. Councilwoman McCartney, Councilwoman Spango, and Council President Anderton voting “Aye”. Councilman Cirilo abstained. Councilman Krakoviak voting “Nay”. Public Hearing on Amendment #1 for 2011 Local Municipal Budget On motion made by Councilwoman Spango and seconded by Councilman Cirilo, the Public Hearing was opened. All members voting “Aye”. Karen J. Carnevale, Municipal Clerk, made the following statement: This is the time for the public hearing on Resolution #123-11, Amendment to 2011 Local Municipal Budget. This amendment was adopted by the governing body on May 31, 2011, was advertised as required by law on June 9, 2011, together with a notice of hearing at this time. The Division of Local Government Services has received a certified copy of the Amendment as in compliance with law. Printed copies have been made available to the public and a supply is here for anyone desiring a copy. Council President Anderton stated: “Anyone who has not secured a copy of the Amendment may now do so. Before opening this hearing, I wish to outline the procedure. Each person desiring to be heard will rise and give his or her name and address before speaking. I will recognize one speaker at a time. Please address all questions to the chair. Questions must be addressed solely to the Amendment to the Municipal Budget before us. School or County matters are not proper subjects of this hearing and cannot be discussed or answered here tonight. I now declare open the Public Hearing on Resolution #123-11.
