AGENDA October 12, 2010 Township of West Orange 66 Main Street – 7:00 p.m. This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. A notice of this meeting was mailed to the Star Ledger and the West Orange Chronicle on December 3, 2009. A notice of this meeting was also posted on the Bulletin Board in the Municipal Building, West Orange and filed in the office of the Municipal Clerk of the Township of West Orange on December 3, 2009. Statement of Decorum In all matters not provided for in subsection 3-15.1 and except upon consent of the Council President, each person addressing the Council pursuant to this subsection shall be required to limit his or her remarks to five (5) minutes, and shall at no time engage in any personally offensive or abusive remarks. The chair shall call any speaker to order who violates any provision of this rule. (1972 Code § 3-15.2) 1. Ordinances on Second and Final Reading a. 2289-10 An Ordinance Amending Chapter 17, Section 6 of the Revised General Ordinances of the Township of West Orange (Mandatory Recycling Program) The purpose of this ordinance is to amend a portion of the Township of West Orange’s ordinance governing the mandatory recycling program to institute requirements for the recycling of construction, renovation and demolition materials. b. 2290-10 Bond Ordinance Authorizing Various Capital Improvements In and For the Township of West Orange, In the County of Essex, New Jersey Appropriating $2,087,200 Therefore and Authorizing the Issuance of $1,982,840 Bonds or Notes to Finance Part of Cost Thereof This bond ordinance is for various capital improvements included in the 2010 Capital Budget. c. 2291-10 An Ordinance Amending and Supplementing Chapter XXI, Environmental Regulations, and Creating Subsection 21-15, Private Storm Drain Retrofitting, of the Revised General Ordinances of the Township of West Orange Requires owners of private property (except owners of one and two family

d Creating Subsection 21-15, Private Storm Drain Retrofitting, of the Revised General Ordinances of the Township of West Orange Requires owners of private property (except owners of one and two family homes) when improving paved areas to retrofit existing storm drain inlets with “environmental” friendly inlets that reduce the amount of trash, debris and floatables which enter the waters of the Township of West Orange and State of New Jersey. These regulations are required by Township’s Municipal Stormwater Permit issued by the New Jersey Department of Environmental Protection pursuant to the Federal Clean Water Act. d. 2292-10 An Ordinance Amending and Supplementing Chapter 25 Section 40.2 of the General Ordinances of the Township of West Orange, Entitled “Permits” and Repealing Chapter 14 Section 10 of the General Ordinances of the Township of West Orange, Entitled “Certificates of Habitability” and Repealing Chapter 18 Section 3 of the General Ordinances of the Township of West Orange Entitled “Smoke Detectors and Carbon Monoxide Alarms Required for All Dwellings The purpose of this ordinance is to provide the Township with more flexibility in changing the procedures for the issuances of multiple certificates in order to allow for the consolidation of the inspections for habitability, construction approval, and fire safety into a single inspection to be conducted under the purview of the zoning and planning department. The ordinance will also amend the schedule of fees for certificates.
