H. EXISTING DEVELOPMENT FEATURES As shown in the ALTA/NSPS Land Title Survey, prepared by Dynamic Survey, LLC, located in the appendix of this report. The subject property contains an existing brick walkway on the northeastern portion. The subject also contains an existing channel and headwall within the same area. Other than the minor aforementioned features, the site is currently undeveloped and forested. 3. AREA AND REGIONAL DESCRIPTION The subject property is bordered to the north by commercial uses, which include the Italian Tribune newspaper publisher as well as the Emmis Communications Corporation, with residential uses beyond. To the east of the subject property lies residential uses with Route 280 Essex Freeway beyond. The subject property is bordered to the West by the Arden Courts and Brookdale West Orange assisted living facilities with a golf course beyond. To the south of the subject property lies residential uses. 4, IMPACT A. SOIL EROSION AND SEDIMENTATION RESULTING FROM SURFACE RUNOFF The impervious area resulting from the proposed development is less than a quarter acre, however will increase surface runoff on the subject property nonetheless. Surface runoff flow rates are controlled via four (4) proposed aboveground bio-retention basins with underdrains and meet the stormwater quantity reduction requirements set forth by the Township of West Orange Land Use Ordinance and NJAC 7:8. Therefore, we do not anticipate soil erosion and/or sedimentation to occur as a result from surface runoff. Additionally, soil erosion and sediment control measures will be in place through the duration of construction as shown in the Subdivision Plan Drawings. B. FLOODING AND FLOODPLAIN DISRUPTION As per FEMA Flood Hazard Area Mapping, the subject property is not located within a flood hazard area. Therefore, no flooding and floodplain disruption is anticipated. C. DEGRADATION OF SURFACE WATER QUALITY The proposed development does not result in an increase of a quarter acre or more of vehicular traveled surface, and therefore as per NJAC 7:8, the proposed development is not subject to the Stormwater Quality requirements.
