The stormwater management systems in this drainage area are small scale infiltration basins 2 , 7 & 10 and porous pavement systems 3,4, 8, &10. Each of these systems are considered green technology for quantity, quality and recharge. POA#2 Existing Conditions Tc Computations. This drainage area is in a forested cover with very light underbrush due to deer over browsing. The path of the existing conditions Tc is shown on the Existing Conditions Drainage Area Map. The Tc is calculated in the Hydrocad program with the factors shown on the map and is as follows. The Basin 2 contributing area is 850291 sf of Woods in good condition. The initial 100 LF is sheet flow with a slope of 4.5% in woods with light underbrush. Tc=14.9 min The next segment is shallow concentrated flow 1740 lf with a slope of 5.9% through woods with light underbrush. There is no discernable channel in the field along this path that would change the categorization of the flow type. Tc = 7.4 minutes. Total pre-development Tc= 22.3 minutes Small Scale Infiltration Basin 2 This stormwater system collects water from the parking lot and grass areas behind Building A. The total contributory area is 2.49 acres. The system will have soil replacement with a permeability of 4 inches per hour with a factor of safety of 2. The proposed Tc for the area flowing to Basin 2 uses the following input Sheet flow 93lf @5% over grass Tc= 9 minutes Shallow concentrated flow 370 lf over pavement @ 6.5% Tc = 1.5 minutes Total Tc = 10.5 minutes Basin 2 is designed as a small-scale basin with exfiltration at the rate of the replacement soil with a factor of safety of 2 as an outlet. Pre-treatment is achieved with MTD that is approved for 50% removal prior to discharge to the basin. 6

The majority of the drainage area is the building roof or the porous pavement surface. The ratio of other contributing areas to the porous pavement area is 2.97: 1 The system will have soil replacement with a permeability of 4 inches per hour with a factor of safety of 2. The proposed Tc for the area flowing to PP3 uses the following input Sheet flow 75 lf. @ 4% over grass 8.3 minutes Total Tc = 8.3 minutes The porous pavement system is considered green technology for both groundwater recharge and water quality. Porous Pavement system 4 Tc Computations System 4 collects water from part of the Building A roof, and half of the Building A parking lot as well as adjacent grass areas. The majority of the drainage area is the building roof or the porous pavement surface. The ratio of other contributing areas to the porous pavement area is .80. The system will have soil replacement with a permeability of 4 inches per hour with a factor of safety of 2: 1 The proposed Tc for the area flowing to PP3 uses the following input Sheet flow 70 lf @ 2% over roof .9 minutes Pipe flow 685 lf @ 2.5 fps 4.6 minutes Total Tc = 5.5 minutes The porous pavement system is considered green technology for both groundwater recharge and water quality. 7

The proposed Tc for the area flowing to PP8 uses the following input Sheet flow 100 lf @ 7% over grass 8.3 minutes Shallow Concentrated Flow 65 lf @ 6% over grass .3 minutes Total Tc = 8.6 minutes The porous pavement system is considered green technology for both groundwater recharge and water quality. 8

The ratio of contributing areas to the Porous pavement area is 2.36 : 1 The system is above natural grade and backfill will be permeable soil meeting the permeability rate of 4 inches per hour with a factor of safety of 2. The proposed Tc for the area flowing to PP9 uses the following input Sheet flow 100 lf @ 10% over grass 7.2 minutes Shallow Concentrated Flow 40 lf @ 7.5% over grass .2 minutes Total Tc = 7.4 minutes The porous pavement system is considered green technology for both groundwater recharge and water quality. Small Scale Infiltration Basin 10 This stormwater system collects water from the roof of building D and the the roadway/ parking area in front of Building D and some adjacent grass areas. The total contributory area is 1.88 acres. The system will have soil replacement with a permeability of 4 in/hr with a factor of safety of 2. The proposed Tc for the area flowing to Basin 10 uses the following input Sheet flow 59 lf @2% over grass Tc= 9 minutes Shallow concentrated flow 210 lf over grass @ 4.8 % Tc = 1 minutes Pipe Flow 110 lf @ 2.5 fps .7 minutes Total Tc = 10.7 minutes Basin 10 is designed as a small scale basin with exfiltration at the rate of the replacement soil. Exfiltration is set at the replacement soil rate. Pre-treatment is achieved with MTD that is approved for 50% removal prior to discharge to the basin 9

This municipal system flows to the east away from the onsite streams. This drainage area is only for disturbance associated with one half of the emergency access road which will be gated closed and will have little vehicle traffic. The design achieves stormwater management standards of quantity , quality and recharge with the use of a small scale subsurface infiltration basin with soil replacement. Filterra water quality treatment devices will be provided prior to discharge to the system. Existing Conditions are: woods with light underbrush. The existing Tc is calculated with the following factors. 70 LF. Of sheet flow @12% with woods coverage Tc= 7.6 minutes 40 lf of shallow concentrated Flow @ 12% woods cover. DocuSign Envelope ID: DB0533B0-B14B-449D-A0A8-3B9C3C0DF5D9 Conclusion The design of the West Essex Highlands Project has been completed in accordance with the court approved resolution with the limiting of the area of disturbance below 30 acres and the inclusion of environmentally friendly designs that are sensitive to the existing environmental constraints. The stormwater design includes green technology for water quantity, quality and seeks to optimize the volume groundwater recharge with green technology. The overall discharge has been conservatively calculated for each drainage basin and overall and meet the discharge standards as required in the state standards and municipal ordinance. 12
