Show all pages“A street with a single means of ingress and egress, which serves multifamily development, that provides a means for vehicles to turn around.” The maximum allowable ADT is 1000. Under the ultimate development scenario of 607 mid-rise apartment units served by a loop-configured minor collector street, the ADT on the loop-configured street would be 3,339 vehicles (607 units x 5.5 trips per unit), resulting in approximately half of the vehicles, 1,670 ADT, accessing the development through Warner Road and the other half through Kuzik Drive. Therefore, the ADT on the loop-configured street does not exceed RSIS criteria. Both Warner Road and Kuzik Drive are curbed and forty feet wide, well in excess of minor collector street standards. In addition, 76 mid-rise apartment units will be served by an extension of Bayowski Road. The ADT on the proposed extended portion of the cul-de-sac will be 418 (76 units x 5.5 trips per unit), therefore not exceeding RSIS criteria. Based on the preceding criteria, the West Essex Highlands Residential Development consisting of 683 mid-rise apartments, 607 of which will be served by the main loop road and 76 of which will be served by an extension to Bayowski Road, will not require an exception to the RSIS CONCLUSIONS A comparison of the ultimate build scenario (683 units) and no-build capacity analyses for the signalized intersections of Eagle Rock Avenue and Laurel Avenue and Eagle Rock Avenue and Oval Road indicates that no intersection in the AM or PM peak hours experiences more than a minor deterioration of level-of-service or increase in average delay time due to traffic from the proposed residential development, even in the ultimate build scenario. In the scenario where the intersection of Eagle Rock Avenue and Oval Road remains unsignalized in the no-build condition, the levels of service improve 31
