In the AM peak hour the level of service goes from “D” to “B” with a reduction in approximately ten seconds of average delay, and in the PM peak hour the level of service goes from “C” to “B” with a reduction in approximately five seconds of average delay. Assuming that the intersection of Eagle Rock Avenue and Oval Road is signalized in the no-build condition, the increases in overall average control delay (with the corresponding levels of service, LOS) from the no-build condition to the ultimate build condition, are as follows: Intersection of Eagle Rock Avenue and Laurel Avenue AM Peak Hour: From LOS “C”, 21.2 seconds to LOS “C”, 26.4 seconds PM Peak Hour: From LOS “C”, 28.9 seconds to LOS “C”, 32.7 seconds Intersection of Eagle Rock Avenue and Oval Road AM Peak Hour: From LOS “B”, 11.7 seconds to LOS “B”, 17.3 seconds PM Peak Hour: From LOS “B”, 12.5 seconds to LOS “B”, 15.6 seconds Comparisons of the levels of service and average control delay times for the unsignalized intersections in the West Essex Townhouse development show minimal increases in average control delay from the no-build condition to the ultimate build condition. All approaches and movements at all the intersections within the Townhouse development remain in the LOS range of “A” to “B”. It should be noted that in order to achieve these minimum traffic impacts from the West Essex Highlands Residential Development, improvements to the traffic signal system on Eagle Rock Avenue must be implemented. Specifically, traffic signalization with detectorization must be installed at the intersection of Eagle Rock Avenue and Oval Road 32
