Traffic Report

INTRODUCTION The purpose of this study is to evaluate the impact that the proposed West Essex residential development, identified as Block 179, Lot 32, in the Township of West Orange, Essex County, New Jersey, will have on traffic conditions in the surrounding area. The proposed development will ultimately consist of 683 mid-rise apartments in nine three and four story buildings. Eight buildings, consisting of 607 apartments, will have access to Warner Road, either directly or through Kuzik Drive, which intersects Warner Road. One single building, consisting of 76 mid-rise apartments will have access to Bayowski Road. Warner Road is a two-lane roadway providing access for the Highlands at West Essex townhouse development. Warner Road connects to Oval Road, another two-lane roadway, which intersects Eagle Rock Avenue. Bayowski Road is a residential access street within the Highlands at West Essex townhouse development. Oval Road, which also provides access for the Highlands at West Essex townhouse development, as well as the Grande at Pleasantdale residential development of single family detached houses and the Pleasantdale Chateau banquet facility, is blocked just north of Warner Road. (See Figure 1, Project Location, at the end of this report). The traffic impact evaluation, which focuses on Warner Road, Oval Road, and several of the intersections within the townhouse development as well as the intersections of Eagle Rock Avenue with Oval Road and Laurel Avenue, was accomplished by performing the following tasks: 1.
