Environmental Management & Regulatory Compliance July 12, 2024 Ms. Karen Carnevale, Clerk Township of West Orange Municipal Building 66 Main Street West Orange, New Jersey 07052-5313 CERTIFIED MAIL Re: —Resubmittal of Application for a Flood Hazard Area Individual Permit Block 179, Lot 32 and Block 179.17, Lots 8 and 9 Township of West Orange Essex County, New Jersey File No. 0722-04-0001.1 Dear Ms. Carnevale: This letter is to inform you that the West Essex Highlands Inc. is resubmitting an application to the New Jersey Department of Environmental Protection (NJDEP), Division of Land Resource Protection for a Flood Hazard Area Individual Permit for the above-referenced site. The previously submitted application Flood Hazard Area Individual Permit was withdrawn on November 1, 2023, while the previously submitted Freshwater Wetlands General Permit Numbers 10B, 11, and 17 remains pending at the NJDEP. The site is located off of Oval Road and Bongart Drive, behind Pleasant Valley Way. The site is undeveloped and characterized by upland and forested wetlands. Canoe Brook and its unnamed tributaries are located within the site. Below please find the legal notice. This letter is to provide you with legal notification that an application for authorization under a flood hazard area individual permit have been submitted to the New Jersey Department of Environmental Protection, Division of Land Resource Protection for the site shown on the enclosed plans. A brief description of the proposed project follows: The project consists of the construction of a multi-family residential development which will require disturbances to wetlands, State open waters, transition areas, and riparian zones. A Flood Hazard Individual Permit will authorize disturbances to riparian zones for removal of fill material, a road crossing, stormwater outfalls, and pedestrian boardwalk. The complete permit application package can be reviewed at either the municipal clerk’s office in the municipality in which the site subject to the application is located, or by appointment at the Department’s Trenton Office. The Department of Environmental Protection welcomes comments and any information that you may provide concerning the proposed development and site.
