WHEREAS the Applicant submitted proof of notice of the hearing upon all property owners within 200 feet of the Property and all those entitled to notice; and WHEREAS the Application was heard at a public meeting of the Board held on October 27, 2011; and WHEREAS the Applicant's case was presented by Robert C.
