PB- #9- 42, PLANNING BOARD RESOLUTION CLASSIFYING AS A MINOR SUBDIVISION AND APPROVING AS A MINOR SUBDIVISION THE JOINT APPLICATION OF THE ESSEX COUNTY COUNTRY CLUB AND THE ESSEX COUNTY PARK COMMISSION..FOR PROPERTY LOCATED AT 300 MT. PLEASANT AVENUE, BLOCK 156, BLOCK 157-A. LOT 1, 11 WHEREAS, application has been made by Essex County Country Club anil the Essex County Park Commission, for the subdivision of certain lands and premises located in the Town of West Orange owned by Essex County Country Club, all in accordance with a certain subdivision map prepared by Stewart Associates, Inc., dated August 10, 1978, and in accordance with an application submitted by Essex County Country Club and Essex County Park Commission; and WHEREAS, the Planning Board finds that the purpose of this subdivision is to allow the Essex County Park Commission to acquire the "West Course" of the golf club from the Essex County Country Club; and WHEREAS, the Planning Board has determined that said course will be specated for the benefit of the general public; and WHEREAS, the matter has been classified as a minor subdivision; and WHEREAS, the Planning Board has considered the comments of the Town Engineer relative to the proposed subdivision; NOW, THEREFORE, BE IT RESOLVED that the subdivision application submitted jointly by Essex County Country Club and Essex County Park Commission, together with the subdivision plat heretofore referred to, be approved as a minor sub- division on the following conditions: 1. The metes and bounds description must be continued for the easterly lot as well as the westerly lot; 2. All of the existing lots in Block 157A are to be combined with the lots in Block 156. It is recommended that the Tax Assessor remove the block line and delete the designation for Block 157A; and
3. Certain sections of Old Indian Road, an unimproved street, border this property. The applicant Fras eatinotified that he will be required to either construct or contribute the cost for the constructfom of Old Indian Road adjacent to his property. ; 4. Approval is not to be considered one way or another the feeling of the Town of West Orange as to the contract between the parties. PR #49: PLANNING BOARD RRSOLUTION APPROVING SITE PLAN APPLICATION SUBMITTED BY ESSEX COUNTY COUNTRY oR CLUB, 350 MT. PLEASANT AVENUE, BLOCK 156, LOT 1 WHEREAS, the Planning Board of the Town of West Orange, at its public meetings of November 7 and November 28, 1979, con- sidered the site plan application of Essex County Country Club for site plan approval for proposed additions to the club house and pro shop; and WHEREAS, the Planning Board finds that said application meets with all the requirements of the Zoning Ordinance of the Town of West Orange and other pertinent Ordinances of the munici- pality; NOW, THEREFORE, BE IT RESOLVED, by the Planning Board of the Town of West Orange, that it does hereby approve said site - plan submitted by Essex County Country Club, for property located at 350 Mt. Pleasant Avenue, Block 156, Lot 1, subject, however, to . the following conditions: 1. Fire Department approval of specific items in their letter dated November 26, 1979, pertaining to fire lane, water main, proposed hydrant, existing hydrant, siamese connection and sprinklers. 2. PB-93-35 PLANNING BOARD RESOLUTION CONDITIONALLY APPROVING THE SITE PLAN APPLICATION BY ESSEX COUNTY COUNTRY CLUB LOCATED AT 350 MT. PLEASANT AVENUE BEING BLOCK 156, LOT 1 ZONE R-2 WHEREAS, the Planning Board of the Township of West Orange, at its regular meeting held on February 2, 1994, considered the application for site plan approval for a maintenance building as an accessory building, which is permitted in the R-2 District, and waivers from the Site Plan Ordinance for an environmental impact statement, on-site detention of water, parking and loading space requirements, and lighting, which application was submitted by Essex County Country Club, through its attorney, Joseph A. Vena, Esq.; and WHEREAS, the Planning Board considered the presentation of Joseph A. Vena, Esq., attorney for the applicant, and the testimony of Anthony Marucci, the applicant's engineer, and the testimony of Richard McHugh, the President of the Essex County Country Club; and WHEREAS, the general public having been given an opportunity to be heard, the Planning Board made the following findings of fact: 1. The purpose of the application is to replace an existing maintenance structure that is in severe disrepair. 2. There will be no utilities other than electric utilized in the structure. 5634/Misc
3. There are no variances necessary and there is no impact on adjacent properties. 4. The waivers that have been requested will not substantially impair the intent and purposes of the Master Plan and Zoning Ordinance of the Township of West Orange and will not be a substantial detriment to the public good. 5. The application complies with the West Orange Zoning Ordinance, NOW, THEREFORE, BE IT RESOLVED that the waivers requested from the Site Plan Ordinance for an environmental impact statement, on-site detention of water, parking and loading space requirements and lighting, shall be and are hereby granted, and BE IT FURTHER RESOLVED that the application for site plan approval for a maintenance building on property located at 350 Mt. Pleasant Avenue, Block 156, Lot 1, West Orange, New Jersey, shall _be and is hereby approved, subject to the following conditions: 1. The applicant shall plant 18 white pine trees on 8 to 10 foot centers, 6 to 8 feet high, to screen the northeast corner of the structure from Mt. Pleasant Avenue. 2. monitoring welis and underground storage tank to the Municipal Engineer and shall accomodate monitoring well MW-1 within the floor slab by retrofitting the monitoring well with a standard flush-mount well manhole similar to PEMCO Model 103. Monitoring wells MW-3 and MW-4, which are outside the limits of the footing construction, shall be clearly identified and protected during construction to prevent accidental contact and damage. 3. The applicant has agreed to and shall commence removal of the existing barbed wire on or before June 1, 1994. 4. All real property taxes for the site are to be paid prior to the issuance of any permits. 5. The applicant shall provide the Municipal Engineer with a letter from Dan Raviv Associates, Inc., the engineer who prepared the Remedial Action Work Plan, that the proposed development will not interfere with the Remedial Action Work Plan.
