In his opinion the ordinance is consistent with the master plan. • The board engineer, Mr. Hess, commented that all municipalities are required to adopted the state regulations to facilitate that the DEP publish a model stormwater ordinance in the New Jersey Stormwater Best Management Practices Manual. Mr. Hess reviewed the proposed ordinance against the model ordinance and found that it is consistent. The only changes he recommended is to include section numbers, so it fits into the West Orange ordinance and also to include the proper references to the County of Essex register of deeds and mortgages.
