MUNICIPAL ENGINEER DATE: MARCH 3, 2023 SUBJECT: POOL LOCATION AND GRADING PLAN 40 EAGLE RIDGE WAY BLOCK 106, LOT 20.03 We are in receipt of the following information pertaining to the above-referenced application: A. Plan entitled, “Grading Plan, prepared for Lot 20.03, Block 106, #40 Eagle Ridge Way, Township of West Orange, Essex County, N.J.” The plan prepared Matarazzo Engineering, LLC (Frank Matarazzo, P.E., L.S.) is dated December 17, 2022 with a revised date of February 14, 2023; and B. Drainage Report entitled, “Drywell Design, 40 Eagle Ridge Way, Lot 20.03, Block 106, Township of West Orange, Essex County, New Jersey.” The report prepared by Matarazzo Engineering, LLC (Frank Matarazzo, P.E., L.S.) dated December 2022. We have reviewed the information provided and offer the following comments: 1. The project proposes to increase impervious coverage. Drainage report with calculations have been provided for the drywells to accommodate the increase in runoff; 2. Rip-rap should be added to the outflow pipe from control structure; 3. Applicant to provide soil erosion and sediment control plan and certification from Essex-Hudson-Passaic Soil Conservation District since the area of disturbance is greater than 5,000 SF.RESPONSE TO OPRA 2024-53_000071

Soil erosion and sediment control measures need to be provided on the plans including the area of disturbance for this project needs to be delineated and added to the plan; 5. Soil erosion and sediment control measures must be in place prior to initiating soil disturbance. The measures must also be maintained until the area of disturbance has been permanently stabilized; 6. The plan shows proposed walls that are 4.0 feet in height for which we defer to your office regarding details necessary for construction permits; 7. The plan does not indicate where the pool equipment is to be located and should be added to the plans. Applicant is advised that filter backwash is considered a pollutant in accordance with section 25-29.2 of the ordinance; 8. A perimeter fence with self-latching gate should be added/labeled on the plan. We defer to zoning regarding this item; 9. The proposed grading scheme should be maintained during construction to ensure runoff is not redirected onto the adjoining properties; 10.
