Kiersten, as the property owner’s engineer of record, please view the a?ached photos and compare it to the plan dated 5/26/23 cer3fied by HEPSCD. The photos appear to show a concrete pipe discharging directly to the slope. This pipe is not depicted on the plan cer3fied by HEPSCD. The plan on file at HEPSCD calls for 1000 gallons of stormwater storage/infiltra3on via 10 dry well units. Over flow is to be via an outlet control structure, discharging from a 15” HDPE pipe onto a 2’x3’ riprap apron with a median rock size of 6”. Correspondence from property owner Richard Cohn states that the ellip3cal concrete pipe is a replacement for “pre-exis3ng damaged round pipes” from Crystal Point Townhomes. Rather than debate the origins of the pipe currently in place, HEPSCD requires that a revised plan be developed depic3ng the ellip3cal pipe loca3on and easement area. The discharge point, wherever it may be located, must be designed in such a way that it meets State standards for offsite stability.
