5 of 6 40 ERW to 42 ERW to better serve the Township and the owners. To prepare a full plan set and stormwater design, then proceed through planning approval will take several months. The idea of leaving everything in it’s current condition is concerning because of our proximity to the mountain and the amount of stormwater run-off collected from off-site sources that is directed to the parcels and eventually down the mountain. Further, leaving a family with a special needs son without access to their yard seems extreme by non-engineering standards. To address both concerns I propose to allow the owner to proceed with the stabilization and completion of the stone wall, ensuring the grading at the foundation and proper adjacent compaction is met and the wall does not exceed the height threshold that is allowed by the Township. As mentioned previously, someone from Colliers will be present at all times during this construction to ensure it’s completed properly. If you’d like, someone from West Orange could be present until construction is completed for a final inspection. Additionally, as part of your granting this temporary/emergency construction allowance on the wall, I also recommend that simultaneously we install a control structure midway within the newly installed 70 LF of 36” elliptical pipe immediately as well. I propose the installation of a 5’ x 10’ concrete control structure that has a baffle/weir with (2) 10” orifices along with trash racks at each orifice. This will reduce the flows from the previously removed (2) 12” discharge pipes and will improve the drainage pattern/flows from the pre-existing dual pipe condition. The trash racks would ensure that any debris/garbage is captured within the control structure and will need to be cleaned out by the applicant via manhole access. I will prepare a detail and anything else you may require for this structure for your review and approval. The idea of leaving the wall and the drainage as is with this recent patch of thunderstorms and heavy winds we have been having is concerning and should be rectified immediately, not months from now. I will submit any details and calculations needed to meet your requirements understanding that the site plan and stormwater management plan will be undertaken immediately.
