10 access to mass transit options. Mr. Maltz testified that the Proposed Development is in close proximity to multiple bus stops. The New Jersey Transit Publication Planning for Transit Friendly Land identifies parking reductions for residential and commercial developments within a ¼ mile of public transit, resulting in a 10% reduction in demand for parking. Taking the 10% reduction from the Proposed Development results in real parking demand of only 22 spaces, meaning the actual parking deficiency is only 8 spaces. 52. Mr. Maltz further testified that there is a municipal lot to the North off Main Street, the Plaintiff would work with the Township to obtain permits for any added parking needed. 53. Mr. Maltz also testified that the bus stop on Main Street is not property painted and extends 32 ft. past the required distance, and that correcting this issue would create increased on- street parking. 54. Mr. Maltz responded to questions from the Board regarding RSIS standards and his methodology of preparing the traffic and parking analysis reports. He also responded to questions regarding a possible lease of parking space from Bethany Church, right across from the Property on Main Street. Mr. Maltz also testified that he has no concerns with the proximity of the garage entrance to the intersection of Park Drive and Main Street. 55. Mr. Maltz responded to questions from the Board professionals regarding general parking availability on Main Street and Park Drive. Mr. Maltz was also asked if it would be better to have the garage entrance on Main Street, to which the Applicant clarified that in conversations with Essex County, a curb cut would not be permitted along Main Street. 56. Mr. Maltz also responded to questions from the public regarding on-street parking and local traffic congestion.
