All plant species in the mitigation area must be healthy and thriving and all trees must be at least five feet in height; iii. The site has less than 10 percent coverage by invasive or noxious species. iv. The site contains hydric soils or there is evidence of reduction occurring in the soil; and, v. The proposed hydrologic regime as specified in the mitigation proposal has been satisfied. m. The permittee is responsible for assuming all liability for any corrective work necessary to meet the success criteria established above (N.J.A.C. 7:7A-11.12(i)).
