Traffic Impact Study Proposed Popeye’s & Fast Food Restaurant – West Orange Eagle Rock Avenue and Rosney Terrace/Mayfair Farms Driveway Rosney Terrace/the Mayfair Farms Driveway intersect Eagle Rock Avenue to form a an unsignalized four-leg intersection with Rosney Terrace and the Mayfair Farms Driveway under stop control. The eastbound and westbound approaches of Eagle Rock Avenue each provide a shared left turn/through lane and a shared through/right turn lane. The northbound approach of Rosney Terrace provides a shared left turn/through/right turn lane. The southbound approach of the Mayfair Farms Driveway provides a shared left turn/through/right turn lane. A review of the existing analysis reveals that the individual intersection movements operate at Levels of Service “C” or better during the analyzed peak periods. See Table 4 for the individual movement Levels of Service and delays. Eagle Rock Avenue and Woodhull Avenue/Whole Foods Driveway Woodhull Avenue/Whole Foods Driveway intersect Eagle Rock Avenue to form a four-leg intersection controlled by a traffic signal. The signal timing directive was obtained from the Township of West Orange which indicates that a four-phase 65 – 70 second variable background cycle is utilized (the traffic signal timing directive is included in Appendix B). The eastbound approach of Eagle Rock Avenue provides a dedicated left turn lane, a dedicated through lane, and a shared through/right turn lane. The westbound approach of Eagle Rock Avenue provides a shared left turn/through lane and a shared through/right turn lane. The northbound approach of Woodhull Avenue provides a shared left turn/through/right turn lane. The southbound approach of the Whole Foods Driveway provides a shared left turn/through and a channelized right turn lane. A review of the existing analysis reveals that the intersection operates at levels of service “B” or better and all movements operate at levels of service “D” or better during the analyzed peak periods. See Table 4 for the individual movement levels of service and delays. The southbound approach of Prospect Avenue provides a dedicated left turn lane, a dedicated through lane, and a shared through/right turn lane. A review of the existing analysis reveals that the intersection operates at levels of service “E” or better and all movements operate at levels of service “E” or better during the analyzed peak periods.
