Traffic Impact Study Proposed Popeye’s & Fast Food Restaurant – West Orange FUTURE CONDITIONS Traffic volumes and operational analyses were developed for both the No Build and Build conditions. The No Build conditions provide a baseline for assessing the impact of site development traffic on the roadway system. The process of developing the No Build and Build traffic volumes and the subsequent analyses is outlined below. Regardless of whether the subject site is developed or not, traffic volumes on the surrounding roadways are expected to increase as a result of developments throughout the region. As noted previously, a growth rate for roadways within the study area was obtained from the April 2019 – April 2021 NJDOT Annual Background Growth Rate Table, which indicates a growth rate of 2.00% per year. It should also be noted that there is one (1) development in the vicinity of the site that had been approved but not yet constructed at the time of the counts that is identified as potential significant traffic generator, described below. The Adjacent Development Traffic Volumes passing the site are shown on Figure 3. • A proposed expansion to an existing building for use as a Target Store within the West Orange Plaza, located in the northwest quadrant of the intersection of Eagle Rock Avenue and Prospect Avenue, has been approved. Projections of the associated traffic volumes were referenced from the Traffic Impact Assessment, last revised May 17, 2023, prepared by Dolan & Dean Consulting Engineers, LLC. It should be noted that Figure 5 in the Traffic Impact Assessment was referenced for the PM and Saturday peak street hour trip generation for the proposed development. The Traffic Impact Assessment did not analyze the AM peak street hour. To develop traffic generation for the AM peak street hour, our office referenced the Institute of Transportation Engineers (ITE) publication Trip Generation, 12th Edition for Land Use Code LUC 155 – High-Cube Fulfillment Center Warehouse and LUC 820 – Shopping Center (>150K). In addition to the proposed Target and several small retail/restaurant pads, it is proposed to modify the access configuration for the Eagle Roack Avenue driveway to provide

Given that the development is under construction, the proposed access configuration was utilized for the southbound approach of Eagle Rock Avenue & Woodhull Avenue/Whole Foods Driveway in all No Build and Build analyses. Future No Build traffic volumes were developed by applying the background growth rate of 2.00% for two (2) years to the study area roadways existing traffic volumes and adding the adjacent development traffic volumes. Figure 4, in Appendix A, shows the No Build traffic volumes. Traffic Generation Projections of future traffic volumes were developed utilizing data as published in the Institute of Transportation Engineers (ITE) publication Trip Generation, 12th Edition for Land Use Code (LUC) 932 – High-Turnover Sit-Down Restaurant for the proposed IHOP restaurant and LUC 934 – Fast-Food Restaurant with Drive-Through Window for the proposed Popeye’s. This publication sets forth trip generation rates based on empirical traffic count data conducted at numerous research sites. Page 7
