additional peak hour trips. It can therefore be concluded that the proposed project will NOT have an impact on area traffic. As the proposed project would not modify the State highway driveways, would not reduction non-State highway access, and would not result in a significant increase in traffic, a new NJDOT Access Permit is not required. TPD requested NJDOT concurrence with our findings, and the Department issued a Letter of No Interest (LONI), dated September 18, 2025. A copy of the LONI is provided in the Appendix. FURTHER CONSIDERATION For comparative purposes, TPD also considered trip generation of the specific retail use change proposed by the project. Note: ITE recommends against calculating trip generation of multi-tenant retail developments on the basis of the individual tenant uses, as this type of calculation does not take internal capture into account. Table 2, below, presents the peak hour HAPS trip generation, per the April 21, 2023, version, comparing the pre-existing 18,767 square foot Metropolitan Plant Exchange and proposed 18,767 square foot retail store, assumed to be a supermarket. Specifically, a change in use from Land Use Code 817: "Nursery (Garden Center)" to Land Use Code 850: "Supermarket" was evaluated.
